In June 2020, Feixiang Company and Haipai Company signed a procurement contract, agreeing that Feixiang Company would purchase PVC gloves from Haipai Company at a unit price of 0.281 yuan per pair, with Feixiang Company paying 1,967,000 yuan and Haipai Company providing 7 million pairs of PVC gloves. Before June 30, 2020, Feixiang Company paid Haipai Company 963,200 yuan, but Haipai Company failed to deliver on time. Feixiang Company requested a refund, but Haipai Company said it could only refund 100,000 yuan, and on July 3, it refunded 100,000 yuan to Feixiang Company. On July 5, Haipai Company delivered 700,000 masks to Feixiang Company, after which no further refunds or supplies were received from Haipai Company. Consequently, Feixiang Company decided to sue Haipai Company, demanding termination of the contract and a refund of the payment.
