China is a statutory law country, and the sources of administrative law are mainly statutory laws. These include the Constitution, laws, administrative regulations, local regulations, autonomous regulations and separate regulations, departmental rules and local government rules, legal interpretations, and international treaties and agreements. There is no unified and complete substantive administrative code, because administrative law covers a wide range of social fields, with diverse and complex content and ever-changing administrative relationships, making it difficult to formulate a comprehensive and complete unified code. Administrative law is scattered across various levels, numerous categories, diverse types, and a considerable number of laws, administrative regulations, local regulations, rules, and other normative documents. Any normative document involving administrative power contains administrative law norms.
