There is no unified and complete substantive administrative code because administrative law covers a wide range of social fields, with diverse and complex content and ever-changing administrative relationships, making it difficult to formulate a comprehensive and complete unified code. Administrative law is scattered across various levels, numerous categories, different types, and a large number of legal documents, including laws, administrative regulations, local regulations, rules, and other normative documents. Any normative document involving administrative power contains administrative law norms.
