Supreme People's Court: Steadily advancing the case handling model for leniency in guilty plea and punishment acceptance in criminal cases
Recently, the Supreme People's Court held a promotion meeting in Xiamen, Fujian Province, on the pilot work of the leniency system for guilty plea and punishment acceptance in criminal cases. Hu Yunteng, a full-time member of the Supreme People's Court's Judicial Committee and President of the Second Circuit Court, emphasized the need to deeply understand and grasp the requirements of comprehensively deepening reforms in the new era, and to steadily advance the pilot reform of the leniency system for guilty plea and punishment acceptance in criminal cases.
Hu Yunteng pointed out that over the past year, the Supreme People's Court and local pilot courts have updated judicial concepts, improved institutional norms, and implemented supporting safeguards. The pilot work has been fully rolled out, operating steadily and orderly, forming many effective, replicable, and scalable practices and experiences, achieving positive results in implementing the combination of leniency and severity, strengthening human rights protection, optimizing resource allocation, and promoting fairness and justice.
Hu Yunteng emphasized that courts at all levels in the pilot areas should take institutional innovation and procedural construction as core tasks, strengthen experience summarization, data analysis, and research, and strive to explore and improve the case handling model for guilty plea and punishment acceptance that combines leniency and severity, differentiates treatment, and separates complex and simple cases at both substantive and procedural levels, achieving a higher level of unity between criminal justice fairness and efficiency, and ensuring the timely and successful completion of reform tasks.
