Deeply carry out legal publicity to enhance the rule of law concept of the whole people

To thoroughly study and implement the spirit of the Fourth Plenary Session of the 18th CPC Central Committee and effectively organize publicity activities during this year's National Constitution Day and National Legal System Publicity Day, the Publicity Department of the CPC Central Committee, the Ministry of Justice, and the National Office of Law Popularization recently jointly issued the Notice on Launching a Series of Publicity Activities for National Constitution Day and National Legal System Publicity Day. With the theme of “Promoting the Spirit of the Constitution and Building a China under the Rule of Law,” arrangements for the activities were made. The activities will begin in mid-November and conclude in mid-December.

The Notice points out that it is necessary to thoroughly study and implement the spirit of the 18th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 18th Central Committee, hold high the great banner of socialism with Chinese characteristics, take Deng Xiaoping Theory, the important thought of the “Three Represents” and the Scientific Outlook on Development as guidance, thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches, adhere to the path of socialist rule of law with Chinese characteristics, vigorously publicize the socialist legal system with Chinese characteristics with the Constitution at its core, carry forward the spirit of the Constitution, carry forward the spirit of socialist rule of law, enhance the concept of rule of law among all the people, advance the building of a law-based society, and create a favorable legal environment for realizing the “Two Centenary Goals” and the Chinese Dream of the great rejuvenation of the Chinese nation.

The Notice specifies that the focus of this year's campaign is to thoroughly study and publicize the spirit of the Fourth Plenary Session of the 18th CPC Central Committee. Earnestly study and implement the Decisions of the Plenary Session and the spirit of General Secretary Xi Jinping's important speeches; thoroughly study and publicize the great significance of comprehensively advancing the rule of law, and better leverage the guiding and normative role of the rule of law; thoroughly study and publicize the fundamental requirements of the path of socialist rule of law with Chinese characteristics, and firmly grasp the correct direction of comprehensively advancing the rule of law; thoroughly study and publicize the overarching goal of comprehensively advancing the rule of law, and better build a system of socialist rule of law with Chinese characteristics and a socialist country under the rule of law; thoroughly study and publicize the major tasks of comprehensively advancing the rule of law, and push for new progress in building a China under the rule of law. It is necessary to thoroughly study and publicize the Constitution. Publicizing and establishing the authority of the Constitution should be treated as a major matter in comprehensively advancing the rule of law; constitutional publicity and education should be carried out extensively throughout society; vigorous efforts should be made to publicize the fundamental system, fundamental tasks, basic principles, and norms of conduct established by the Constitution; the spirit of the Constitution should be vigorously promoted; and organizations at all levels and all citizens should be educated and guided to firmly establish constitutional awareness, strengthen constitutional concepts, and conscientiously fulfill the duties of upholding the dignity of the Constitution and safeguarding its implementation.

Relevant central departments will hold a symposium on Constitution publicity and education. The Notice requires that all localities and departments and industries should, in light of actual conditions, organize symposia and report meetings on studying the Constitution, earnestly study and implement the important instructions and the spirit of the important speeches of the leading comrades of the Central Committee, and study and publicize the Constitution. The Ministry of Justice, the National Office of Law Popularization, and China Central Television held a special program for National Constitution Day and National Legal Publicity Day, “The Spirit of the Constitution, The Power of the Rule of Law—CCTV 2014 Annual Rule of Law Figures Award Ceremony.” The Ministry of Education organized schools of all levels and types across the country to carry out various forms of Constitution study, publicity, and education activities. News media opened special pages and columns for Constitution-themed study and publicity, produced special programs, and broadcast public service advertisements with the theme of Constitution publicity. The Ministry of Justice, the State Internet Information Office, and the National Office of Law Popularization organized the “Hundred Websites and China Law Popularization Official Weibo Constitution Knowledge Competition.”
