On the afternoon of February 2, 2015, Zhang Xiaomin, Vice Chairman of the Shenzhen Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) and Chairman of the Shenzhen Municipal Committee of the China Association for Promoting Democracy (CAPD), and his delegation visited Guangdong Zhiming Law Firm for an inspection and held a symposium.

The symposium was conducted in a relaxed and pleasant atmosphere. At the meeting, Lawyer Wang Tengfeng, Director of Zhiming Law Firm, briefly introduced the basic overview of Zhiming Law Firm to Vice Chairman Zhang Xiaomin, and focused on reporting the work of Zhiming Law Firm in carrying out community legal services in various communities in Yantian, people's mediation services, and petition duty services at the Standing Committee of the Municipal People's Congress. According to Director Wang Tengfeng, since 2006, for nearly a decade, Zhiming Law Firm has responded to the call of the Shenzhen Municipal Government for "law into the community," providing approximately 300 pro bono legal aid sessions for Yantian communities, conducting over 60 legal publicity activities, and publishing and posting 41 issues of legal posters; and since 2013, for two years, it has participated in 150 petition duty shifts at the Municipal People's Congress, received over 200 visiting cases, and made positive contributions to social stability maintenance in Shenzhen.

Vice Chairman Zhang Xiaomin spoke highly of this and remarked: Last year, in his speech at the conference celebrating the 65th anniversary of the CPPCC, President Xi Jinping used the plain language of “consulting each other on matters, letting the people discuss their own affairs, and finding the greatest common denominator of the wishes and demands of the whole society” to fully explain “consultative democracy,” the focus of CPPCC work under the new circumstances. Zhiming Law Firm’s long-term participation in people’s mediation services in various communities in Yantian is precisely the concrete implementation of “consultative democracy” at the community grassroots level. He encouraged Zhiming Law Firm and other relevant staff to make persistent efforts, sum up experience, and continuously improve the effectiveness of social public welfare practice.

At the same time, Vice Chairman Zhang Xiaomin also offered the following three suggestions for the future development plan of Zhiming Law Firm:

First, we must be bold in pioneering new business, actively broaden our horizons, and courageously establish new practice areas. In particular, we should provide legal services for emerging industries whose regulatory frameworks are not yet fully developed, cultivate their legal awareness, enhance their ability to mitigate legal risks, and support the healthy development of emerging industries.

Secondly, we must engage in continuous research and actively study the major policies of the national government and its various departments, laws and regulations, and industry preferential policies, so as to safeguard more small and medium-sized enterprises and entrepreneurs in Shenzhen, and achieve common development and growth together with them.

At the same time, it is necessary to strengthen the study and research of the concept of law-based governance, gain a deep understanding of General Secretary Xi Jinping’s overall framework of the “two major goals, three levels, and four comprehensives” within the Chinese Dream and the theory of law-based governance, and integrate new-era rule-of-law theories such as “restraining power through law,” “governing the country through good law,” and “law-based government” into the practice of legal practitioners, giving full play to lawyers’ role in promoting the rule of law in society.

Finally, Vice Chairman Zhang Xiaomin expressed his hope that Guangdong Zhiming Law Firm, under the leadership of Chief Lawyer Wang Tengfeng, would work together with the Municipal Political Consultative Conference towards the great goal of building a law-based Shenzhen, and wished Zhiming Law Firm an even brighter future.
