On the afternoon of February 2, 2015, Zhang Xiaomin, Vice Chairman of Shenzhen CPPCC and Chairman of Shenzhen Municipal Committee of China Association for Promoting Democracy, and his delegation visited Guangdong Zhiming Law Firm for inspection and held a symposium.

The symposium proceeded in a relaxed and pleasant atmosphere. During the meeting, Wang Tengfeng, director of Zhiming Law Firm, briefly introduced the basic overview of the firm to Vice Chairman Zhang Xiaomin, and primarily reported on the community legal services provided by Zhiming Law Firm in various communities of Yantian, people's mediation services, and the petition duty services carried out at the Standing Committee of the Municipal People's Congress. According to Director Wang Tengfeng, over the past decade since 2006, Zhiming Law Firm has responded to the Shenzhen municipal government's call for "law into the community," providing approximately 300 pro bono legal aid cases in Yantian communities, conducting over 60 legal awareness campaigns, publishing and posting 41 issues of legal posters, and since 2013, participating in 150 petition duty sessions at the Municipal People's Congress over two years, handling over 200 visitor cases, making positive contributions to social stability in Shenzhen.

In response, Vice Chairman Zhang Xiaomin highly commended this and stated: Last year, President Xi Jinping, in his speech at the celebration of the 65th anniversary of the Chinese People's Political Consultative Conference, fully explained the new-era focus of CPPCC work on "consultative democracy" with the plain language: "When it comes to matters, it's good to discuss them; the affairs of the many should be discussed by the many, to find the greatest common divisor of the will and demands of the whole society." The long-term participation of Zhiming Law Firm in people's mediation services in Yantian communities is precisely the concrete implementation of "consultative democracy" at the grassroots community level. He encouraged Zhiming Law Firm and related staff to continue their efforts, summarize experiences, and continuously improve the effectiveness of social welfare practices.

At the same time, Vice Chairman Zhang Xiaomin also offered the following three suggestions for the future development plan of Zhiming Law Firm:

First, be bold in pioneering new businesses, actively broaden horizons, and daringly create new business categories, especially providing legal services to emerging industries with incomplete systems, training their legal awareness, enhancing their ability to avoid legal risks, and supporting the healthy development of emerging industries.

Second, continuously research and actively study the major policies, laws and regulations, and industry preferential policies of the national government and major departments, to escort more small and medium-sized enterprises and entrepreneurs in Shenzhen, and develop and grow together with them.

At the same time, strengthen the study and research of the concept of rule-of-law governance, deeply understand General Secretary Xi Jinping's overall framework of the "two goals, three levels, four comprehensives" within the Chinese Dream and the theory of rule-of-law governance, and integrate new-era rule-of-law theories such as "governing power with law," "governing the country with good law," and "rule-of-law government" into the practice of legal practice, fully leveraging lawyers' role in promoting social rule of law.

Finally, Vice Chairman Zhang Xiaomin expressed his hope that Guangdong Zhiming Law Firm, under the leadership of Chief Lawyer Wang Tengfeng, would work together with the Municipal Political Consultative Conference towards the great goal of building a law-based Shenzhen, and wished Zhiming Law Firm an even brighter future.
