[Shenzhen Lawyers Association] The 10th Guangdong Provincial Lawyers Congress was successfully held in Guangzhou
From December 1 to 2, the 10th Guangdong Lawyers Congress was held at Guangzhou Pearl River Hotel. Deputy Secretary of the Provincial Party Committee and Head of the Political and Legal Affairs Commission Zhu Mingguo sent a congratulatory message to the congress. Vice Governor of the Provincial People's Government Liu Kun, President of the All China Lawyers Association Wang Junfeng, Secretary of the Provincial Department of Justice Party Committee Chen Weixiong, Director Yan Zhichan, Deputy Director Liang Zhen, President of the Provincial Bar Association Ou Yongliang, and Chief Supervisor Zheng Jianmin attended the meeting, along with over 200 lawyer representatives from across the city. Deputy Director of the Municipal Bureau of Justice Zou Congbing led a delegation of over 70 lawyers from our city to participate.
Deputy Secretary of the Provincial Party Committee and Head of the Political and Legal Affairs Commission Zhu Mingguo sent a congratulatory message to the congress, fully affirming the achievements of our province's legal work. He pointed out that lawyers across the province uphold good professional ethics, earnestly fulfill their duties and missions, and play an important role in implementing the basic strategy of governing the country according to law, promoting reform, opening up, and economic construction, and maintaining social harmony and stability, earning high praise from party committees, governments, and all sectors of society. Practice has proven that our province's lawyer team is a force that the party and the people can rely on, an important force in the cause of socialism with Chinese characteristics and democratic rule of law. He hopes that the new council, board of supervisors, and leadership of the provincial bar association will strengthen their own construction, improve service and management levels, unite and lead lawyers across the province to deeply study and implement the spirit of the 18th National Congress of the Communist Party of China, earnestly fulfill the mission of legal workers under socialism with Chinese characteristics, strive to maintain the correct implementation of the law, protect the legitimate rights and interests of citizens, uphold social fairness and justice, and make new and greater contributions to creating a safe Guangdong, accelerating transformation and upgrading, and building a happy Guangdong!
Vice Governor Liu Kun attended the opening ceremony, highly affirming the significant achievements of lawyers across the province in recent years in serving economic transformation, accelerating the transformation of economic growth methods, safeguarding the interests of the people, and building a happy Guangdong. He put forward four requirements for the province's legal work under the new situation: First, adhere to the socialist direction, firmly establish the socialist rule of law concept, and strive to be good legal workers under socialism with Chinese characteristics; Second, leverage the professional advantages of lawyers to promote enterprise transformation and upgrading, build a modern industrial system, and serve economic development; Third, establish the concept of practicing law for the people, do a good job in legal aid for laid-off workers, migrant workers, and low-income groups, protect the legitimate rights and interests of the masses, and serve the construction of a happy Guangdong and a rule-of-law Guangdong; Fourth, adhere to fairness and justice, and play an active role in promoting social harmony and stability.
During the meeting, our city's lawyer representatives, with a high sense of responsibility and mission, fully utilized their wisdom and talents, earnestly performed their duties, actively offered suggestions and ideas for the development of our province's legal industry, and put forward the following opinions and suggestions: Thoroughly implement the spirit of documents such as Zhongbanfa [2010] No. 30 and Yuebanfa [2011] No. 26, implement fiscal and tax support policies; With the courage to reform and an open attitude, promote law firms to become better, stronger, and larger; Conduct market research on legal service demand, promote the development of new legal service products; Promote lawyers' participation in politics and political consultation, strengthen the construction of the legal professional community; Strengthen the training of young lawyers and interns, inject fresh blood into the development of the legal industry.
The meeting reviewed and approved the "Work Report of the Ninth Council of the Guangdong Bar Association," "Work Report of the Ninth Board of Supervisors of the Guangdong Bar Association," "Financial Work Report of the Ninth Guangdong Bar Association," and "Amendment to the Articles of Association of the Guangdong Bar Association," and elected a new council and board of supervisors. Lawyer Ou Yongliang was elected President of the 10th Provincial Bar Association; our city's lawyers Zhang Lijie and Tong Xin were elected Vice Presidents of the 10th Provincial Bar Association; Lawyer Wu Bo was elected Chief Supervisor; Lawyer Wang Tengfeng was elected Deputy Chief Supervisor. Lawyers Yin Chenggang, Zhang Lijie, Zhang Yong, Jia Hongwei, Huang Sizhou, Tong Xin, and Lin Xiaoqing (in order of surname strokes) were elected Standing Council Members; Lawyers Yin Chenggang, Zhu Guanghui, Liu Jun, Xiao Hanmei, Qiu Xuyu, Yu Junfu, Zhang Lijie, Zhang Sizhu, Zhang Yong, Hu Shengdan, Jia Hongwei, Huang Sizhou, Huang Zhenhui, Han Jun, Tong Xin, Cai Hua, and Lin Xiaoqing (in order of surname strokes) were elected Council Members. Lawyers Ma Xueping, Wu Bo, Wang Tengfeng, and Gu Donglin (in order of surname strokes) were elected Supervisors.
Secretary Chen Weixiong delivered a speech at the closing ceremony, highly commending the work of the Ninth Provincial Lawyers Association and pointing out that the new situation has entrusted new missions and tasks to the province's lawyers. Lawyers across the province should focus on the following three tasks: First, judicial administrative organs and the provincial lawyers association must enhance their sense of urgency, establish a big-picture awareness, and serve the province's economic and social development; Second, deeply study and implement the spirit of the 18th National Congress, clarify work ideas, and solidly carry out various tasks: first, always adhere to the socialist direction of the legal profession and promote its sound and rapid development; second, fully leverage functional roles to contribute to the province's economic and social development; third, deepen education and training, and vigorously strengthen the construction of the lawyer team; fourth, promote the construction of law firms, accelerating their standardization, specialization, branding, and internationalization; fifth, strengthen practice supervision and build an industry integrity evaluation system; sixth, safeguard lawyers' practice rights and optimize the practice environment; seventh, advance party building to ensure the development direction of the legal profession; Third, improve the "two-combination" management system, establish and perfect lawyer work mechanisms, and enhance industry management levels.
