[Shenzhen Lawyers Association] The 10th Guangdong Provincial Lawyers Congress was successfully held in Guangzhou

On December 1-2, the 10th Guangdong Lawyers Congress was held at the Pearl River Hotel in Guangzhou. Zhu Mingguo, Deputy Secretary of the Provincial Party Committee and Secretary of the Political and Legal Affairs Commission, sent a special congratulatory message to the congress. Leaders attending the meeting included Liu Kun, Vice Governor of the Provincial People's Government; Wang Junfeng, President of the All China Lawyers Association; Chen Weixiong, Party Secretary of the Provincial Department of Justice; Yan Zhiqiang, Director General of the Department; Liang Zhen, Deputy Director General; Ou Yongliang, President of the Provincial Lawyers Association; and Zheng Jianmin, Chief Supervisor. More than 200 lawyer representatives from the city attended the meeting. Zou Congbing, Deputy Director of the Municipal Justice Bureau, led a delegation of over 70 lawyers from our city to attend the meeting.

Deputy Secretary of the Provincial Party Committee and Head of the Political and Legal Affairs Commission Zhu Mingguo sent a congratulatory message to the congress, fully affirming the achievements of our province's legal work. He pointed out that lawyers across the province uphold good professional ethics, earnestly fulfill their duties and missions, and play an important role in implementing the basic strategy of governing the country according to law, promoting reform, opening up, and economic construction, and maintaining social harmony and stability, earning high praise from party committees, governments, and all sectors of society. Practice has proven that our province's lawyer team is a force that the party and the people can rely on, an important force in the cause of socialism with Chinese characteristics and democratic rule of law. He hopes that the new council, board of supervisors, and leadership of the provincial bar association will strengthen their own construction, improve service and management levels, unite and lead lawyers across the province to deeply study and implement the spirit of the 18th National Congress of the Communist Party of China, earnestly fulfill the mission of legal workers under socialism with Chinese characteristics, strive to maintain the correct implementation of the law, protect the legitimate rights and interests of citizens, uphold social fairness and justice, and make new and greater contributions to creating a safe Guangdong, accelerating transformation and upgrading, and building a happy Guangdong!

Vice Governor Liu Kun attended the opening ceremony and highly affirmed the remarkable achievements made by lawyers across the province in recent years in serving economic transformation, accelerating the transformation of the economic growth pattern, safeguarding the interests of the people, and building a happy Guangdong. He also put forward four requirements for the province's lawyer work under the new situation: First, adhere to the socialist orientation, firmly establish the concept of socialist rule of law, and strive to be good legal workers of socialism with Chinese characteristics; second, give play to the professional advantages of lawyers, boost enterprise transformation and upgrading, build a modern industrial system, and serve economic development; third, establish the concept of practicing for the people, do a good job in legal aid for laid-off workers, migrant workers, and low-income groups, safeguard the legitimate rights and interests of the masses, and serve the building of a happy Guangdong and a Guangdong under the rule of law; fourth, uphold fairness and justice and play a positive role in promoting social harmony and stability.

During the conference, lawyer representatives from our city, with a strong sense of responsibility and mission, fully leveraged their wisdom and expertise, diligently performed their duties, and actively contributed ideas and suggestions for the development of the lawyer profession in our province. They put forward the following opinions and suggestions: thoroughly implement the spirit of documents such as Zhong Ban Fa [2010] No. 30 and Yue Ban Fa [2011] No. 26, and implement fiscal and tax support policies; with the courage to reform and an open mindset, promote law firms to excel, strengthen, and grow larger; conduct market research on legal service demand and promote the research and development of new legal service products; promote lawyers' participation in politics and the deliberation of state affairs, and strengthen the building of the legal professional community; strengthen efforts to cultivate young lawyers and interns, injecting fresh blood into the development of the lawyer profession.

The meeting reviewed and approved the Work Report of the Ninth Council of the Guangdong Lawyers Association, the Work Report of the Ninth Supervisory Board of the Guangdong Lawyers Association, the Financial Work Report of the Ninth Guangdong Lawyers Association, and the Amendment to the Articles of Association of the Guangdong Lawyers Association, and elected a new council and supervisory board. Lawyer Ou Yongliang was elected President of the Tenth Guangdong Lawyers Association. Lawyers Zhang Lijie and Tong Xin from our city were elected Vice Presidents of the Tenth Guangdong Lawyers Association; Lawyer Wu Bo was elected Chief Supervisor; Lawyer Wang Tengfeng was elected Deputy Chief Supervisor. Lawyers Yin Chenggang, Zhang Lijie, Zhang Yong, Jia Hongwei, Huang Sizhou, Tong Xin, and Lin Xiaoqing (in order of surname stroke count) were elected Executive Directors; Lawyers Yin Chenggang, Zhu Guanghui, Liu Jun, Xiao Hanmei, Qiu Xuyu, Yu Junfu, Zhang Lijie, Zhang Sizhu, Zhang Yong, Hu Shengdan, Jia Hongwei, Huang Sizhou, Huang Zhenhui, Han Jun, Tong Xin, Cai Hua, and Lin Xiaoqing (in order of surname stroke count) were elected Directors. Lawyers Ma Xueping, Wu Bo, Wang Tengfeng, and Gu Donglin (in order of surname stroke count) were elected Supervisors.

At the closing ceremony, Secretary Chen Weixiong delivered a speech in which he highly affirmed and praised the work of the Ninth Guangdong Lawyers Association. He also pointed out that the new situation has given lawyers in our province new missions and tasks, and that lawyers across the province should focus on doing the following three things well: First, judicial administrative organs and the Provincial Lawyers Association should strengthen their sense of urgency, foster an awareness of the overall situation, and serve the province’s economic and social development. Second, they should thoroughly study and implement the spirit of the 18th National Congress, clarify work approaches, and solidly carry out all tasks: first, always uphold the socialist direction of the legal profession and promote its sound and rapid development; second, fully leverage their functional role and contribute to the province’s economic and social development; third, deepen education and training and vigorously strengthen the building of the lawyer team; fourth, advance the development of law firms and accelerate the realization of standardized, specialized, branded, and internationalized law firms; fifth, strengthen practice supervision and build an industry credit evaluation system; sixth, safeguard lawyers’ practice rights and optimize the environment for legal practice; seventh, advance Party building and ensure the direction of the legal profession’s development. Third, they should improve the “two-combination” management system, establish and perfect the working mechanism for lawyers, and enhance the level of industry management.
