[Shenzhen Lawyers Association] The working team of the Municipal Lawyers Association organized a study of Minister Zhang Jun's important speech.
On the afternoon of September 5, 2017, the Shenzhen Lawyers Association held its sixth presidents' meeting. The meeting involved studying the important speech delivered by Minister Zhang Jun at recent events hosted by the All China Lawyers Association, including the "Eighth Session of the Eighth Executive Council of the All China Lawyers Association," the "Seminar on Criminal Defense and Lawyer System Reform," and the "Symposium on Establishing a Positive Interactive Relationship Between Lawyers and Judicial Authorities." The meeting also included arrangements for the association's key tasks.
In his speech, Minister Zhang Jun pointed out that the new Party Leadership Group of the Ministry of Justice unswervingly implements the important instructions repeatedly given by the Party Central Committee and General Secretary Xi Jinping on lawyers' work and the building of the lawyer team, attaches great importance to the protection of lawyers' rights and interests, the building of the lawyer team, and the reform of the lawyer system, with a view to promptly changing the problems of “loose, lenient, and soft” management in the lawyer industry that have persisted for some time. He emphasized that lawyers associations should “be political, fulfill duties, promote reform, and stress self-discipline.” First, be political, always upholding Party leadership in the construction of lawyers associations, the building of the lawyer team, and the planning and vigorous promotion of the long-term development of the Party and the country's lawyer cause; second, fulfill duties, raising requirements for the leadership team of lawyers associations, emphasizing the role of the president, implementing a regular office attendance system, and stressing that the president leads the association; third, promote reform, letting “lawyers associations stand at the forefront,” actively safeguarding lawyers' lawful rights and interests while daring to impose discipline on the very few extremely irresponsible lawyers and law firms, and fully giving play to their role; fourth, stress self-discipline, fulfilling the role of lawyers' “natal home,” and through strengthening self-construction and mastering solid self-discipline capabilities, accomplishing the task of “strict management and deep care” for lawyers.
President Lin Changzhi stated that Minister Zhang Jun’s remarks on “strict management and profound care,” that “the Lawyers Association must stand ‘firmly’ at the forefront,” and that “the Lawyers Association must move from lax and soft to strict and firm” have pointed out the direction of effort for the new session of the Municipal Lawyers Association. We will take this as our benchmark to foster professional integrity in the industry and cultivate a new ethos within the Association. This means: never losing political direction while maintaining a lofty vision. In the work of the Lawyers Association, the presidential team must embody a spirit of dedication, actively fulfill their duties, and have the courage to take responsibility, with a strong sense of duty and mission. We will establish mechanisms to make this a regular practice and proactively subject ourselves to oversight. The Lawyers Association must directly address the demands of its members and respond actively. We must be adept at strategic planning, innovate mechanisms, and work for the well-being of all members, delivering results and focusing on effectiveness. The legal profession must strengthen industry self-discipline, and through self-discipline establish industry authority, enhance public credibility, and thereby gain a greater voice, making due contributions to the rule of law in our nation.
The meeting also deployed key work such as promoting the revision of the "Shenzhen Special Economic Zone Lawyers Regulations" and improving the three-year work plan.
