On the afternoon of September 5, 2017, the Municipal Lawyers Association held its sixth president's meeting to study the important speech delivered by Minister Zhang Jun during his recent participation in the National Lawyers Association's "Ninth Executive Council of the Eighth Session," "Special Seminar on Criminal Defense and Lawyer System Reform," and "Symposium on Establishing a Positive Interactive Relationship Between Lawyers and Judicial Authorities," and deployed key work for the association.

In his speech, Minister Zhang Jun pointed out that the new Party Leadership Group of the Ministry of Justice unswervingly implements the important instructions of the Party Central Committee and General Secretary Xi Jinping on multiple occasions regarding lawyer work and lawyer team building, placing high importance on protecting lawyers' rights, building the lawyer team, and reforming the lawyer system, in order to quickly change issues such as the "loose, lenient, and soft" management of the lawyer industry over a period of time. He emphasized that lawyers' associations must "uphold politics, fulfill duties, promote reform, and emphasize self-discipline." First, uphold politics by always adhering to the Party's leadership in the construction of lawyers' associations, lawyer teams, and the long-term planning and promotion of the Party and the nation's lawyer cause; second, fulfill duties by raising requirements for the leadership team of lawyers' associations, emphasizing the role of the president, implementing a duty system, and stressing the president's leadership of the association; third, promote reform by "putting the lawyers' association at the forefront," actively safeguarding lawyers' legitimate rights while daring to impose sanctions on the very few irresponsible lawyers and law firms, fully playing its role; fourth, emphasize self-discipline by acting as the "home" for lawyers, strengthening self-construction, and honing the skill of "self-discipline" to accomplish the task of "strict management with deep care" for lawyers.

President Lin Changchi stated that Minister Zhang Jun's speech on "strict management with deep care," "lawyers' associations should be 'at the forefront,'" and "lawyers' associations moving from loose, lenient, and soft to strict, firm, and hard" points the direction for the new Municipal Lawyers Association. We will take this as our benchmark to foster industry integrity and a new atmosphere for the association. This means: not losing political direction while maintaining a lofty realm. For the association's work, the president team must have a spirit of dedication, actively fulfill duties, bravely take responsibility, and have a sense of responsibility and mission, establishing mechanisms to make this routine and actively accepting supervision. The lawyers' association must face members' demands head-on and respond actively. It must be good at planning, innovating mechanisms, seeking benefits for all members, achieving results, and focusing on effectiveness. The lawyer team must strengthen industry self-discipline, build industry authority through self-discipline, enhance social credibility, thereby gaining more say, and making due contributions to a rule-of-law country.

The meeting also deployed key work such as promoting the revision of the "Shenzhen Special Economic Zone Lawyers Regulations" and improving the three-year work plan.
