[2] Training for Directors, Deputy Directors, and Secretaries-General of the Guangdong Bar Association Committees

On February 22, 2019, the Guangdong Lawyers Association held a training session for directors, deputy directors, and secretaries-general of its committees in Guangzhou. Xiao Shengfang, Deputy Secretary of the Party Committee of the Guangdong Lawyers Industry and President of the Guangdong Lawyers Association; Ye Gang, Deputy Inspector of the Guangdong Department of Justice and Secretary-General of the Guangdong Lawyers Association; Vice Presidents Wang Bo, Tong Xin, Huang Sizhou, Liu Tao, Zhuang Weiyan, Zhang Jie, Chen Fang, Wu Xingyin, Wang Shaojing, and Ye Yong; Chief Supervisor Wu Bo; Deputy Chief Supervisors Wang Tengfeng, Lu Dongbiao, He Wei, He Wanlong, Cai Haining, and Tan Bingguang; and supervisors of the Guangdong Lawyers Association attended the training session. More than 300 people, including directors, deputy directors, and secretaries-general of various committees, participated in the training. [5] President Xiao Shengfang delivered a mobilization speech at the training. He first expressed sincere gratitude on behalf of the leadership and council of the Guangdong Bar Association to the directors, deputy directors, and secretaries-general of the committees. He noted that the association's work in the previous year was marked by highlights and impressive achievements, earning full recognition from the Guangdong Provincial Department of Justice, the broader lawyer community, and all sectors of society. He attributed this success to the active participation of the committees and the hard work of the secretariat team, who are the backbone of the association's operations and the legal profession. Subsequently, he shared opinions and suggestions on seven aspects, including the supplementation of committee members, committee work arrangements, and quantitative assessment and evaluation of committees.

At the same time, President Xiao proposed several suggestions for improvement regarding the issues existing in the committee. Committee members should maintain sufficient communication with both superiors and subordinates, effectively convey the opinions and suggestions of superiors to subordinates, and make committee members feel more involved; should fully respect the hard work of the secretariat staff and support and understand the work of the secretariat; should fulfill their duties in carrying out committee work and act in accordance with the constitution and rules; should enhance political awareness and focus on preventing and defusing major risks; and should focus on addressing the “talent shortcomings” and provide active support and cooperation in addressing the “talent shortcomings.”

At the training session, Secretary-General Ye Gang delivered a keynote speech titled "Introduction to the Compilation Work Arrangements for Forty Years of Guangdong Lawyers," providing a detailed explanation of the planning, source materials, and progress of the compilation. He encouraged law firms with long histories and distinctive features, as well as senior lawyers with extensive practice experience, to actively contribute relevant materials. He also hoped that participants would provide meaningful written materials, photographs, objects, and other items, including their own writings of historical value such as practice experiences, reflections, and biographies.

At the training session, Deputy Chief Supervisor Wang Tengfeng shared and exchanged views with attendees on the supervisory work of the Guangdong Lawyers Association's Board of Supervisors, under the theme of "Report on the Board of Supervisors' Supervision of Committees." He provided a detailed explanation of the supervisory basis, supervisory content, supervisory targets and scope, supervisory methods, supervisory procedures, supervisory evaluation guidelines, as well as the issues identified during supervision and suggestions for improvement.

At the training session, Deputy Secretary-General Xu Minbiao delivered a presentation on the theme of “Provincial Lawyers Association Financial Management Rules and Regulations,” explaining the relevant financial management provisions of the Provincial Lawyers Association, reporting on the committee’s compliance with financial regulations over the past year, and offering corresponding solutions and relevant precautions in response to existing problems.

Deputy Secretary-General Deng Jie, at the training session, delivered a speech themed "Problems Existing in the Work of the Provincial Lawyers Association Committees in 2018," in which he provided a detailed analysis of the issues in the committees' work in 2018 and proposed corresponding suggestions for improvement.

At the training session, Deputy Secretary-General Shi Pusong delivered a speech titled "Issues to Note in the Publicity Work of the Provincial Lawyers Association." He reported on the contributions submitted by various committees to the Provincial Lawyers Association's official WeChat account, provided a detailed analysis of issues to note in publicity work within the lawyers' profession, and advised all committees to not only "do well" but also "speak well" in their publicity efforts, with an emphasis on raising awareness of publicity in daily work.
