[Guangdong Lawyers Association] The Provincial Lawyers Association's Industry Development Research Working Committee and the Dongguan Lawyers Association's Strategic Committee jointly held a lecture on the connection between the "Supervision Law" and the "Criminal Procedure Law"
On the morning of June 23, 2018, the lecture on the “Connection between the Supervision Law and the Criminal Procedure Law,” jointly organized by the Industry Development Research Committee of the Provincial Lawyers Association and the Strategic Committee of the Dongguan Lawyers Association, was held in Dongguan. More than 200 people attended the lecture, including Ye Naifeng, Vice President of the Provincial Lawyers Association; Wang Tengfeng, Deputy Chief Supervisor; Huang Zhenhui, Director of the Industry Development Research Committee; Zhang Qian, Deputy Director; Gu Feng, Secretary-General; and other committee members; as well as Chen Xikang, President of the Dongguan Lawyers Association; Zhang Nian, Director of the Strategic Committee; and lawyer representatives from the provincial and municipal levels. Professor Tan Shigui, Vice President of the China Criminal Procedure Law Research Association, Doctor of Law, and doctoral supervisor, was specially invited to serve as the keynote speaker. The lecture was conducted in four segments: guest speeches, the keynote lecture, on-site interaction, and closing remarks, and was moderated by Deputy Director Zhang Qian.
Vice President Ye Naifeng first delivered a speech, expressing gratitude to the guest scholars and lawyers for their active participation. He pointed out that the "Supervision Law" passed by the 13th National People's Congress is a major political system reform of overall importance, made by the Party Central Committee with Comrade Xi Jinping at its core in deepening the reform of the national supervision system. It aims to advance the comprehensive rule of law, achieve full coverage of supervision over all public officials exercising public power, and deepen anti-corruption efforts. The passage of this law has profound and long-lasting significance for promoting the modernization of China's national governance system and governance capacity. The "Supervision Law" will inevitably have a positive and far-reaching impact on the development of the legal profession.
In the keynote lecture session, Professor Tan, drawing on his theoretical research and practical achievements, introduced the evolution and enactment of the Supervision Law. He delivered a brilliant keynote lecture with clear viewpoints and rich content from various perspectives, including the characteristics, boundaries, and coordination between the Supervision Law and the Criminal Procedure Law, as well as potential issues arising from the implementation of the Supervision Law. He also proposed new ideas and approaches regarding lawyers' participation in anti-corruption work and criminal defense in duty-related crime cases under the new circumstances.
During the interactive session, Dr. Tan Shigui, Vice President Ye Naifeng, Deputy Supervisor Wang Tengfeng, President Chen Xikang, and Director Huang Zhenhui, as lecture guests, engaged in exchanges with the attending lawyers. They responded to questions from the lawyers and conducted in-depth discussions with participants on the hot and difficult issues brought by the implementation of the Supervision Law for lawyers' criminal defense work. The atmosphere was lively.
In the closing remarks, Deputy Supervisor Wang Tengfeng affirmed the successful hosting of the lecture, noting that it was meticulously organized, rich and novel in content, met with enthusiastic participation, and followed reasonable and standardized procedures. President Chen Xikang stated that the special lecture on the Supervision Law had a prominent theme and clear viewpoints, addressing the doubts lawyers might have when handling duty-related crimes after the law's promulgation. He also highlighted the mutual collaboration between provincial and municipal bar associations, which helps improve the professional competence and skills of attending lawyers, and expressed hope for further strengthening communication and ties between the provincial bar association and the Dongguan Bar Association in the future.
After the lecture, the participating lawyers expressed that the lecture was highly targeted and instructive, helping to expand new ideas and new thinking for legal services. They found it deeply inspiring and hoped that the provincial and municipal lawyers associations could jointly organize more lectures of higher quality in the future.
