[Shenzhen Lawyers Association] The new working team of the Municipal Lawyers Association visited the Provincial Lawyers Association and Guangzhou Lawyers Association.
On May 17, a delegation led by Lin Changchi, President of the Shenzhen Lawyers Association, including Wei Hanjiao, Chief Supervisor; Vice Presidents Zhang Cheng, Cai Hua, Yang Xiao, Yin Chenggang, Han Jun, and Wang Tengfeng; Deputy Chief Supervisor Xiao Yinghong; and Secretary-General Wang Hong, visited the Guangdong Lawyers Association and the Guangzhou Lawyers Association.
During the visit to the Provincial Lawyers Association, Liang Zhen, Member of the Party Committee and Deputy Director of the Provincial Department of Justice, attended the symposium and delivered a speech. Huang Ting, Director of the Lawyer Management Office of the Provincial Department of Justice, Xiao Shengfang, President of the Provincial Lawyers Association, Vice Presidents Wang Bo, Zhuang Weiyan, Wu Xingyin, and Secretary-General Ye Gang participated in the symposium.
President Lin Changzhi reported to the Provincial Department of Justice and the Provincial Lawyers Association on recent key initiatives and future plans. At present, the Shenzhen Lawyers Association has completed the division of responsibilities among the presidential team and the council, and is accelerating the formation of specialized and professional committees, which is expected to be completed by the end of June, laying the foundation for fully carrying out work in the second half of the year. In the future, the work of the Shenzhen Lawyers Association will focus on ten directions: First, actively respond to the national “Belt and Road” development strategy, make contributions, and proactively “go global.” Increase efforts to cultivate foreign-related legal service talent and strengthen law firms; Second, use the “Internet Plus” concept to promote the digitalization and informatization of the industry, creating conditions for refined law firm management, lawyers’ business development, and the handling of high-quality business; Third, intensify efforts to safeguard lawyers’ practice rights, establish a coordinated working mechanism, improve institutional rights protection, handle individual case rights protection well, and seek benefits for lawyers; Fourth, accelerate the amendment of the “Shenzhen Special Economic Zone Lawyers Regulations” to provide safeguards through institutional design for building a city with an excellent rule of law and for lawyers’ practice; Fifth, promote the establishment of a lawyers academy as soon as possible, learn from mature operating models in various places, and build a platform for the cultivation of legal talent in the industry and research on development strategies; Sixth, promote the establishment of a public defender system, increase the defense rate in criminal cases, and create new business growth points for the industry; Seventh, promote the building of a legal professional community, establish a normalized exchange and cooperation mechanism, solve difficulties in lawyers’ practice, regulate practice, and enhance judicial credibility; Eighth, promote government procurement of legal services, guide the government and enterprises to value legal services, and broaden the space for the legal profession to survive and develop; Ninth, strengthen communication and contact with lawyer representatives, relying on representatives to contribute wisdom to the association’s planning and development; Tenth, pay attention to vulnerable groups such as senior lawyers, female lawyers, and young lawyers, while strengthening the construction of the secretariat, and strive to provide good services based on the needs of the broad membership. President Lin Changzhi stated that the new team of the Lawyers Association will humbly listen to and implement the guiding instructions of the Provincial Department of Justice and the Provincial Lawyers Association, work together, take real action, and promote the development of the industry.
Deputy Director Liang Zhen, on behalf of the Party Committee of the Department, extended congratulations on the formation of the new working team of the Shenzhen Lawyers Association and affirmed the transition work of the Association. Regarding the next steps in lawyer management and service, he pointed out the need to firmly establish a sense of the big picture, a sense of service, and a sense of innovation, focus on properly handling the relationship with judicial administrative organs, the relationship between provincial and municipal lawyers associations, and the relationship between the lawyers association and its Party Committee. In accordance with the Department Party Committee’s requirement to “strengthen strengths and shore up weaknesses, innovate and pioneer,” it is necessary to enhance execution, promote the role of the lawyer team, and provide strong support for the economic and social development of Shenzhen and the entire province.
During the visit to the Guangzhou Lawyers Association, the new working team of the Shenzhen Lawyers Association held discussions with Guangzhou Lawyers Association President Xing Yiqiang, Vice Presidents Bi Yalin, Zhan Liyuan, Wang Zhijun, Wen Zhenshu, Guan Xuan Yun, Huang Shan, Chief Supervisor Chen Mo, and Secretary General Chen Baolian. The Shenzhen Lawyers Association stated that Guangzhou Lawyers Association's experience in areas such as lawyer academy construction, youth lawyer forums, government procurement of legal services, and interview assessments for interns is worth learning from. Both sides agreed that as relatively developed regions in Guangdong's legal profession, Guangzhou and Shenzhen should strengthen ties, enhance communication, complement each other's strengths, and share resources. They will engage in practical cooperation in training foreign-related legal talents, developing legal service products, and hosting business forums, aiming to increase the breadth, depth, and height of collaboration, and jointly promote the healthy development of the legal profession in both cities.
