[5] It is reported that the man, named Zhang Huhu, is 21 years old, unemployed, and has no stable income. Since 2018, he has been acting tough and seeking thrills, using communication apps like QQ, WeChat, and Kuaishou to get to know underage female students at schools such as Pengyang County No. 1 Middle School, No. 2 Middle School, No. 3 Middle School, and vocational schools. Through deception, intimidation, and harassment, he demanded they become his girlfriends and arbitrarily beat underage students, causing many to develop psychological fear. Some could no longer focus on their studies, some dared not go to school, and some even dropped out due to fear, severely harming the underage students' mental health and normal academic life.

After the incident, the Pengyang County Court's anti-gang office immediately set up a special task force to investigate the case. On August 9, 2019, with approval from the Pengyang County Court, suspect Zhang Mouhu was lawfully arrested. The case is currently under further investigation.

　　A lawyer from Guangdong Zhiming Law Firm stated,Based on available information, Zhang Mouhu's actions have severely disrupted social order, and his conduct is suspected of constituting the crime of picking quarrels and provoking trouble. If his actions are further determined to involve gathering others to repeatedly disrupt social order, he may be sentenced to fixed-term imprisonment of more than five years.

The crime of picking quarrels and provoking trouble refers to acts such as wantonly provoking others, arbitrarily beating or harassing others, or willfully damaging or occupying public or private property, or creating disturbances in public places, which severely disrupt social order.

The object infringed upon by the crime of picking quarrels and provoking trouble is social order. It does not require causing serious physical harm to others as a constitutive element; as long as social order is severely disrupted, the crime may be established.

According to Article 293 of the Criminal Law of the People's Republic of China, anyone who commits one of the following acts of picking quarrels and provoking trouble, thereby disrupting social order, shall be sentenced to fixed-term imprisonment of not more than five years, criminal detention, or public surveillance: (1) arbitrarily beating others, if the circumstances are flagrant; (2) chasing, intercepting, verbally abusing, or intimidating others, if the circumstances are flagrant; (3) forcibly taking or demanding, or willfully damaging or occupying public or private property, if the circumstances are serious; (4) creating disturbances in a public place, causing serious disorder in the public place.If someone gathers others to repeatedly commit the acts mentioned in the preceding paragraph, thereby severely disrupting social order, they shall be sentenced to fixed-term imprisonment of not less than five years but not more than ten years, and may also be fined.
