On August 26, 1980, the Standing Committee of the National People's Congress approved the establishment of a special economic zone in Shenzhen. Thus, China's first special economic zone—Shenzhen—was born!
In 1981, with the change in Shenzhen's economic model, the route between Shenzhen Shekou Port and Hong Kong Yau Ma Tei Port officially opened for navigation, and foreign investors came to Shenzhen in an endless stream. However, as the economy began to develop, the supporting legal aspects became a blank slate. At that time, Shenzhen had no law firm, only a legal advisory office established under the guidance of the Judicial Bureau; nor did it have a truly independent practicing lawyer, only three legal advisors. This was undoubtedly a huge obstacle for Shenzhen, which was about to enter a period of rapid economic development, and removing such an obstacle was imperative.
In 1983, China's first law firm opened for business in Shenzhen. From then on, a new chapter began in China's legal profession. Subsequently, law firms continuously faced reforms. From the "state-owned firm" with an egalitarian system to the establishment of the first partnership law firm, and then to the establishment of individual law firms, each step responded to Shenzhen's reform and opening-up policies, reflected Shenzhen's breakthrough characteristics as a special zone, and laid the foundation for China's socialist modernization.
In 1995, the first local regulation on the legal profession, the "Shenzhen Special Economic Zone Lawyers Regulations," was enacted. This was China's first lawyer regulation aligned with international standards, comprehensively regulating the nature and types of law firms, as well as lawyers' rights, obligations, professional ethics, and discipline. This regulation provided a basis for the three major constructions of Shenzhen lawyers: organizational construction—the growth and expansion of the lawyer team, business construction—how to develop business, and material construction—many law firms had their own office buildings.
It was in 1995 that lawyer Wang Tengfeng saw the advantages of Shenzhen's reform and opening-up and the city's promising future. He resolutely came to Shenzhen, ready to start from scratch and carve out a new world.
