Case review
At around 1:00 PM on December 27, 2020, a woman from Dengzhou City, Henan Province, attempted to commit suicide by jumping off a river bridge. Yang Mouqi (male, 43, from Dengzhou City), seeking attention, incited and urged the woman to jump from the scene, shouting "Just jump!" from under the bridge and filming the video for online posting. This drew widespread condemnation from netizens and caused adverse social impact. For Yang Mouqi's act of causing trouble, he was subjected to an administrative detention of 9 days as a public security penalty. The woman who attempted suicide was rescued and taken back by her family.

 

 
Relevant legal provisions
Article 26 of the Public Security Administration Punishments Law of the People's Republic of China
Whoever commits any of the following acts shall be detained for not less than five days but not more than ten days and may also be fined not more than 500 yuan; if the circumstances are relatively serious, he shall be detained for not less than ten days but not more than fifteen days and may also be fined not more than 1,000 yuan:
(1) Engaging in gang fights;
(2) Chasing or intercepting others;
(3) Forcibly taking or demanding property, or willfully damaging or occupying public or private property;
(4) Other provocative acts creating disturbances.

For many years, ugly behaviors of indifferent onlookers, such as "enjoying the excitement without caring about the trouble" and "speaking glibly without feeling the pain," have become a highly uncivilized spectacle in society. On June 20, 2018, a 19-year-old girl in Qingyang City, after being molested by a teacher and finding no recourse despite her desperate appeals, chose to jump from the eighth floor, ending her painful life completely. Yet before she leaped, firefighters had been earnestly trying to persuade her. Infuriatingly, at that moment, some in the crowd below even applauded and jeered, shouting, "Why haven't you jumped yet? I've been waiting for hours." On that scorching summer day, the girl's life ultimately fell, but the one who jeered faced no punishment and continued living peacefully.

 
 

Looking back at this incident, the key reason Yang Mouqi received a public security penalty was not just his jeering at the scene, but also his filming the event and posting the video online. Combining these two factors, he caused adverse social impact. Based on Article 26 of the Public Security Administration Punishments Law, he received the punishment he deserved.
 
Such a case and such a penalty serve as a wake-up call for contemporary people. Do not assume that watching the excitement or mindlessly jeering will escape legal sanctions. Once such behaviors of reveling in chaos and disregarding others' lives are confirmed, they will bring not only moral condemnation but also legal accountability. Therefore, sometimes a verdict is not only a punitive measure but also a preventive one.
