According to statistics, as of the end of 2020, there were 4.776 million extremely needy persons nationwide. Recently, the Ministry of Civil Affairs revised the "Measures for Identifying Extremely Needy Persons" (hereinafter referred to as the "Identification Measures"), improving the identification criteria for extremely needy persons.

 
 

1. Moderately expanded the types and levels of disabilities classified as "incapable of working."
[1] The revised "Identification Measures" add "third-level intellectual and mental disabilities, second-level physical disabilities, and first-level visual disabilities" to the original identification of "first- and second-level intellectual and mental disabilities, and first-level physical disabilities" as having no capacity for labor, stipulating that the aforementioned disabled persons shall be identified as having no capacity for labor.
 
2. [2] The conditions for identifying "no source of livelihood" have been improved.
[3] In accordance with relevant document provisions, the revised "Identification Measures" clarify that preferential pension and subsidy payments are not included in the applicant's income. At the same time, the original expression "basic pension in urban and rural residents' basic pension insurance" is standardized as "basic pension for urban and rural residents' basic pension insurance as determined by the central government."
 
3. [4] The conditions for identifying "legal obligors have no capacity to fulfill obligations" have been moderately relaxed.
[5] The revised "Identification Measures" moderately expand the scope of identifying "legal supporters, custodians, or maintainers have no capacity to fulfill obligations." Based on the original scope, it is clearly stipulated that elderly persons aged 70 or above whose personal income is lower than the local per capita disposable income of the previous year and whose property meets the property regulations for low-income families, as well as severely disabled persons and those with third-level intellectual or mental disabilities, shall be identified as having no capacity to fulfill obligations.
 
4. [6] The assistance and support system for destitute persons has been moderately relaxed. ， Scope of coverage for minors
The revised "Identification Measures" clarify that "minors among the extremely poor may continue to receive assistance and support benefits until the age of 18"; it also stipulates that "those who have reached the age of 18 and are still receiving compulsory education or studying in regular high schools or secondary vocational schools may continue to receive assistance and support benefits."
