In the video, two girls stepped forward to slap the other girl, with one hitting her 20 times in a row. After finishing, she told the others to continue, saying, "I'll take the blame if anything happens." During the slapping, another girl counted the hits, while a girl stood by smiling and recording.

 
 

[3] On the 16th, @Shexian Police reported: After investigation, the online video of minors being bullied was confirmed true. Around 3:00 PM on August 4, 2021, the perpetrator Wang (female, 14) and the victim Zhu (female, 14) met at a restaurant in the city. Due to a previous quarrel on QQ, Wang proposed a fight. Later, Wang and nine others, along with Zhu, went to a nearby public restroom around 4:00 PM, where the bullying incident occurred.
 
[4] Currently, all 10 offenders have been brought in for investigation (eight minors accompanied by their guardians). In accordance with the "Public Security Administration Punishments Law of the People's Republic of China" and the "Law on the Protection of Minors of the People's Republic of China," public security authorities have made legal decisions regarding the provocative behavior of the 10 offenders. One person was sentenced to 14 days of administrative detention; Wang and two others received administrative detention ranging from nine to six days, but due to being over 14 but under 16, the detention was not enforced; two individuals under 14 were exempted from punishment but ordered to be strictly disciplined by their guardians; the remaining four were exempted due to minor circumstances. Meanwhile, relevant departments have provided psychological counseling to the victim Zhu.

Public Security Administration Punishments Law of the People's Republic of China [2] Article 26
Whoever commits any of the following acts shall be detained for not less than 5 days but not more than 10 days and may also be fined not more than 500 yuan; if the circumstances are relatively serious, he shall be detained for not less than 10 days but not more than 15 days and may also be fined not more than 1,000 yuan:
(1) Engaging in gang fights;
(2) Chasing or intercepting others;
(3) Forcibly taking or demanding property, or willfully damaging or occupying public or private property;
(4) Other provocative acts creating disturbances.

Avoid entanglement with the perpetrator to prevent unnecessary harm. When witnessing others being bullied, we should offer assistance, not stand by as indifferent onlookers, and certainly not cheer it on. Instead, we should immediately notify teachers or security personnel for timely intervention. Proactively help classmates by talking with them to guide them out of their困境. In short, we must neither be bystanders nor perpetrators, and we must safeguard the purity of the campus.
 
[4] In fact, every child's growth is inseparable from parental education. The reasons why a perpetrator becomes a perpetrator cannot ignore the role of parents. Therefore, if parents do not want their children to go astray in the future, they must always stay clear-headed and provide proper education. At the very least, they should teach their children to respect everyone, not to bully others through dominance, and not to cause trouble for society. Otherwise, the heavy cost is something children cannot bear, and parents can only regret it deeply.
