Recently, Shenzhen Fire Safety has released several cases where citizens have brought electric bicycles or their batteries into buildings, or even charged the batteries at home—a practice that is not only dangerous but also subject to penalties.
Case 1: Indoor charging is not allowed; penalties apply even if nothing happens.
Around 12:00 on August 28, an electric bicycle was being charged indoors in a room in Nanyou B District, Nanshan District. On August 29, Nanshan police, in accordance with Articles 32 and 41 of the "Shenzhen Electric Bicycle Management Regulations (Trial)", ordered Yang Mouhua to rectify the situation and issued an administrative penalty of a warning.

Article 32: Electric bicycle charging shall ensure safety and comply with the following requirements:
(1) Charging shall not be conducted in indoor spaces such as residences or offices.
(2) Charging is not allowed in public areas within buildings, such as shared hallways, stairwells, and emergency exits.
Article 41: Anyone who violates regulations by charging in indoor places such as residences or offices, or in public areas within buildings such as shared hallways, stairwells, or emergency exits, shall be ordered by the public security authority to correct the act and shall be given a warning or a fine of 200 yuan.
Case 2: Indoor charging triggers explosion, owner fined 200 yuan
In the early morning of August 24, Zhang brought the electric bicycle battery to charge at his residence on Cuiyuan Street in Luohu District. Shortly after, the battery exploded and caught fire, and firefighters arrived to handle the situation. Afterwards, the vehicle owner, Zhang Rong, was given an administrative penalty of 200 yuan by the public security authority.

Article 64 of the Fire Protection Law of the People's Republic of China
Anyone who violates this law by committing any of the following acts, which does not constitute a crime, shall be detained for not less than 10 days but not more than 15 days, and may also be fined not more than 500 yuan; if the circumstances are minor, a warning or a fine of not more than 500 yuan shall be imposed:

Electric bicycles have become one of the main means of transportation for citizens, bringing convenience while also posing significant fire safety hazards that cannot be ignored. In recent years, electric vehicle fire accidents have occurred frequently in China, showing an increasing trend year by year, with the main cause being electrical faults. Due to the small size and certain value of electric bicycles, many people bring them home or park them in public areas such as hallways. Additionally, for the sake of convenient charging, many take the risk of charging directly at home. However, most of the electric bicycle body is made of flammable materials. Once a fire starts, it burns quickly and produces large amounts of toxic smoke, making escape difficult and easily causing casualties. This not only endangers a single household but may also affect the entire building's residents.
In addition to laws and regulations such as the "Fire Prevention Law of the People's Republic of China," China has also issued and implemented the "Notice on Regulating Electric Vehicle Parking and Charging to Strengthen Fire Prevention" to specifically regulate the parking and charging of electric vehicles. This shows that China places great importance on the issue of electric vehicle parking and charging, with regular special inspections organized in various regions to promptly eliminate hazards. As citizens, we should consciously comply with fire prevention laws, regulations, and safety management rules. If we discover electric vehicle fire hazards or violations of fire safety regulations, we should promptly call the "96119" reporting hotline or report to public security authorities through effective channels.
