Case review
Recently, Baoshan police cracked a case of forging and selling epidemic prevention vehicle passes based on clues.

 
 

Investigation revealed that suspect Yu Mouqian (male, 33) used image processing software to forge dozens of epidemic prevention vehicle passes and sold them to Xing Mouxiang (male, 51), Zhan Moucai (male, 47), and Xu Mouyun (male, 31). Xing, Zhan, and Xu, knowing the passes were forged, resold them at higher prices for profit to Zhan Moujian (male, 28) and Lu Mouhong (male, 37). Currently, the six suspects, including Yu Mouqian, have been taken criminal compulsory measures on suspicion of forging and selling official documents of state organs, and the case is under further investigation.

[1] Crime of forging, altering, or trading official documents, certificates, or seals of state organs
[2] Whoever forges, alters, trades, steals, seizes, or destroys official documents, certificates, or seals of state organs shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance, or deprivation of political rights, and shall also be fined; if the circumstances are serious, the offender shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years, and shall also be fined.

[3] This case has two key points: first, forging and trading state organ certificates; second, disrupting epidemic prevention and control order. On one hand, epidemic prevention support vehicle passes are strictly approved and issued by relevant departments in accordance with laws and regulations. The six individuals in this case, ignoring laws and regulations, privately forged and traded certificates issued by state organs, which constitutes a crime. Since official documents, seals, and certificates produced by state organs serve as important credentials and means for their management activities in certain fields and aspects, any act of forging, altering, or trading such items affects the normal management activities of state organs, damages their reputation, and thus disrupts social management order. It is noteworthy that this crime can only be committed with direct intent, and indirect intent or negligence does not constitute this crime.
 
 
[4] On the other hand, the epidemic situation is currently severe in many regions. Only through strict epidemic prevention policies can local measures minimize the impact of the epidemic. However, these six individuals not only failed to comply with local epidemic prevention policies but also forged and traded epidemic prevention support vehicle passes, which not only strongly hindered the smooth progress of epidemic prevention work but also greatly endangered public safety. The public security organs' timely and severe crackdown not only ensured public safety but also maintained social stability.
