Case review
At around 6 p.m. on September 9, the Zhifu Branch of the Yantai Public Security Bureau received a report from a parent of Jinfeng Kindergarten, stating that their child was injured at the kindergarten. Police responded immediately. Meanwhile, a joint investigation team was established at the city and district levels. According to the police investigation, the involved staff member, Liu, used children's scissors from a handicraft class to gesture and scare children to maintain classroom order, touching a child's mouth, causing swelling and congestion of the upper lip mucosa. The online claim that "multiple children's upper palates were cut" is untrue.
On September 10, the Zhifu Branch of the Yantai Public Security Bureau imposed administrative detention and a fine on Liu, and the involved kindergarten dismissed the staff member. The joint investigation team is conducting a thorough investigation into the management issues of the kindergarten, and any related problems will be handled strictly in accordance with the law and regulations.

Article 43
Whoever assaults another person or intentionally injures the body of another person shall be detained for not less than five days but not more than ten days and shall also be fined not less than 200 yuan but not more than 500 yuan; if the circumstances are relatively minor, he shall be detained for not more than five days or fined not more than 500 yuan.
Under any of the following circumstances, the person shall be detained for not less than ten days but not more than fifteen days, and shall also be fined not less than 500 yuan but not more than 1,000 yuan:
(1) Assaulting or injuring another person in a group;
(2) Assaulting or injuring a disabled person, a pregnant woman, a person under the age of 14, or a person over the age of 60;
(3) Assaulting or injuring another person on multiple occasions, or assaulting or injuring multiple persons at one time.

Article 234
Whoever intentionally inflicts injury upon another person shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or public surveillance.
Whoever commits the crime in the preceding paragraph, if causing serious injury, shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years; if causing death, or causing serious injury by particularly cruel means resulting in severe disability, shall be sentenced to fixed-term imprisonment of not less than ten years, life imprisonment, or death. Where this Law provides otherwise, the provisions thereof shall apply.

It is often said that children are the flowers of the nation, and this kindergarten teacher can be described as a "flower-crushing" pair of scissors. Regardless of whether children are naturally mischievous, since she chose the profession of teaching and nurturing, she should show more patience and love, rather than relying on her physical advantage as an adult to threaten children with scissors. Such rough behavior not only leaves psychological scars on children but also, due to her carelessness, causes physical harm to them.
For parents, every child is a treasure at home, and to see them suffer such harm in kindergarten, one can imagine how heartbroken the parents must be. For the kindergarten, it must pay attention to such issues when hiring staff, conducting strict screenings for teachers to ensure no such bad apples slip through to harm children. After all, if a teacher makes a mistake during work, the kindergarten cannot evade responsibility.
