Case review
[5] After moving to Brazil in 1998, Chen Mou Mou became addicted to drugs, frequently using substances like K powder, ecstasy, and heroin to "get high," and repeatedly sold drugs to others. In 2019, an associate from a drug trafficking group he met while living in Brazil asked him to smuggle drugs to Shenzhen, promising payment upon completion. Chen Mou Mou took an international flight to Beijing Capital International Airport, chose the "nothing to declare" channel upon entry without declaring any items to customs, and planned to transfer to Shenzhen.

[6] During an X-ray inspection at Capital Airport Customs, officers noticed many milk powder cans in Chen Mou Mou's suitcase. Upon opening and inspecting, they found that the milk powder cans were wrapped in plastic film, further encased in multiple layers of foam cushioning bags, and the suitcase also contained chocolate, cigarettes, and clothes used as camouflage. The suitcase was sealed with a red strapping band on the outside, tightly packed.
A customs officer opened a milk powder can, inside which was a transparent plastic bag sealed with propolis-flavored white powder. It did not smell like ordinary milk powder, so a drug test strip was used, and it turned out to be cocaine! Upon inspection, Chen Moumou's two suitcases contained a total of 30 milk powder cans filled with cocaine powder, with cocaine content ranging from 57.5% to 59.4%, and a net weight of 24,138.7 grams, over 24 kilograms! Chen Moumou was caught on the spot, and all the drugs were confiscated.
The Beijing No. 4 Intermediate People's Court found after trial that the defendant Chen Moumou's actions constituted the crime of drug smuggling. Although he truthfully confessed his main criminal facts after being brought to justice and expressed his admission of guilt and acceptance of punishment, given the large quantity of drugs smuggled, the high drug content, the significant social harm, and the extreme severity of the crime, the court did not grant a lighter punishment. Ultimately, it sentenced him to death for the crime of drug smuggling, deprived him of political rights for life, and confiscated all his personal property. Chen Moumou accepted the verdict and did not appeal. The No. 4 Intermediate Court reported the case to the Beijing High People's Court for review and to the Supreme People's Court for approval. After approval, Chen Moumou was executed.
