Recently, a video of a woman receiving a "ticket" for drinking water on a Nanjing metro car in Jiangsu sparked heated discussion.

At 6:00 PM on July 25, @Nanjing Metro released a "Statement on the Online Claim of 'Passenger Fined for Drinking Water on Metro Car,'" stating that after verification, at 8:45 PM on July 17, Nanjing Metro staff found a passenger drinking bottled fruit juice during an inspection on Line 3. To prevent hygiene and safety risks from potential spills, staff informed the passenger of the no-eating-or-drinking rule in the carriages according to the "Nanjing Rail Transit Regulations" and issued a "Notice of Prohibited Acts in Rail Transit Facilities" to publicize and inform about the prohibited items.
Nanjing Metro stated that it appreciates the concern from netizens. While ensuring safe and orderly metro operations, Nanjing Metro will continuously optimize work measures, provide more humanized services and management, and offer passengers a better environment and travel experience.

Article 38: Within stations or other rail transit facilities, the following acts that affect the appearance, environmental hygiene, and operational order of rail transit public places and facilities are prohibited:

(6) Eating or drinking inside train carriages;

Rail transit is an important component of urban public transportation systems and a preferred mode of transport for modern large cities, often referred to as the "aorta of urban transportation." However, as there is no specialized national legislation on passenger behavior in rail transit, many cities have enacted local regulations to ensure cleanliness and normal operations.
What draws public attention in this case is how strictly the regulation against eating or drinking on the metro should be enforced. Especially during the hot summer, if a passenger is extremely thirsty or hungry, should they be completely prohibited from eating or drinking? Or if a patient needs to take medication, can they not even drink a sip of water?
Thus, although local regulations are intended to promote social development, they must also take into account actual conditions and the difficulties that may arise during future implementation.
