Recently, a video titled "Delivery rider's vehicle stolen while delivering food late at night" has been circulating online, sparking heated discussions among netizens.

Case review
The video shows a woman in a delivery uniform and helmet leaning against a streetlight pole and crying loudly, then sitting on the ground, beating her chest and stamping her feet while wailing.
 
According to a message from the @China Internet Joint Rumor Refutation Platform, the Cybersecurity Brigade of the Hecheng Branch of the Huaihua Public Security Bureau in Hunan Province verified that the video information was a rumor, and it was a fabricated fact planned and filmed by three netizens, Zhou Moumou, Yang Moumou, and Li Moumou.
 
Since April 2023, the three individuals, in order to attract traffic and gain economic benefits, published multiple staged false videos on various platforms, including “a mother kicking her daughter to the ground on a rainy street,” “motorcycle taxi drivers pulling and fighting in the street over passengers,” and “a daughter pulling her mother in front of a police station, saying she would send her mother to prison,” maliciously spreading rumors and misleading the public.
 
Zhou, Yang, and Li, suspected of fabricating and publishing false information to disrupt public order, violated relevant provisions of the Public Security Administration Punishments Law of the People's Republic of China and the Cybersecurity Law of the People's Republic of China. They have been administratively detained by the public security authorities.

Anyone who commits any of the following acts shall be detained for not less than 5 days but not more than 10 days and may, in addition, be fined not more than 500 yuan; if the circumstances are relatively minor, he shall be detained for not more than 5 days or be fined not more than 500 yuan:
(1) Spreading rumors, falsely reporting dangerous situations, epidemics, or police situations, or intentionally disrupting public order by other means;

The state protects the right of citizens, legal persons, and other organizations to use the internet in accordance with the law, promotes the普及 of internet access, improves the level of internet services, provides safe and convenient internet services to society, and ensures the orderly and free flow of online information in accordance with the law.
Any individual or organization using the internet shall abide by the Constitution and laws, observe public order, respect social morality, and shall not endanger cybersecurity, use the internet to engage in activities that harm national security, honor, or interests, incite subversion of state power or overthrow of the socialist system, incite secession or undermine national unity, promote terrorism or extremism, incite ethnic hatred or discrimination, disseminate violence or obscene and pornographic information, fabricate or spread false information to disrupt economic and social order, or infringe upon others' reputation, privacy, intellectual property rights, or other lawful rights and interests.

On July 10 of this year, the Cyberspace Administration of China issued the Notice on Strengthening the Management of "Self-Media," explicitly requiring the regulation of account operation practices, the restriction of profits from violations, and the strict handling of violations. "Self-media" accounts that fabricate and disseminate rumors, exploit social hot topics for traffic, or spread illegal and harmful information in a coordinated matrix manner causing adverse social impact shall be shut down and included in the platform "blacklist," while their account databases shall be reported to the cyberspace authorities. It can thus be seen that as media dissemination accelerates in the new era, China's oversight of media content is becoming increasingly stringent. Therefore, once such illegal dissemination is discovered, relevant authorities must show zero tolerance and impose severe punishment.
