On April 1, 2015, the 11th meeting of the Central Leading Group for Comprehensively Deepening Reforms reviewed and approved the "Opinions on Promoting the Reform of the Case Registration System in People's Courts." The Supreme People's Court issued the opinions on the 15th, reforming the case acceptance system of people's courts by changing the case review system to a case registration system, ensuring that cases that should be accepted according to law are filed and complaints are handled, thereby protecting the litigants' right to sue. The opinions will take effect on May 1. The opinions state that the correct political direction must be adhered to, judicial service for the people and fair justice must be upheld, based on the Constitution and laws, to legally protect litigants' exercise of litigation rights and facilitate their access.
