Article 1: These provisions are formulated in accordance with the Criminal Procedure Law of the People's Republic of China, the Lawyers Law of the People's Republic of China, the Provisions of the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, the Ministry of State Security, the Ministry of Justice, and the Legislative Affairs Commission of the Standing Committee of the National People's Congress on Certain Issues Concerning the Implementation of the Criminal Procedure Law, the Regulations of the Shenzhen Special Economic Zone on Lawyers, and relevant regulations, and in light of the specific circumstances of Shenzhen City, to safeguard the practicing rights of lawyers in criminal proceedings. Article 2: During the investigation stage, the investigating authority shall inform the criminal suspect of the right to retain a lawyer to provide legal consultation and to file petitions on his or her behalf.
