April 15–16, the 15th China International Talent Exchange Conference was held at the Convention and Exhibition Center. To showcase the innovative achievements of Shenzhen's international legal talent work and recruit foreign-related legal professionals, the Shenzhen Municipal Bureau of Justice, as the first legal "talent recruitment" unit, set up an "International Legal Innovation Achievements and Talent Recruitment" booth in Hall 1 of the Shenzhen Convention and Exhibition Center. Director Jiang Xilin, Deputy Director Ren Jiguang of the Municipal Bureau of Justice, President Lin Changchi, Vice Presidents Zhang Cheng, Yang Xiao, Yin Chenggang, Zeng Mai, Jiang Dinghang, Han Jun, Wang Tengfeng, Deputy Supervisors Wang Jinsong, Xiao Yinghong, Secretary-General Wang Hong, and some directors and supervisors attended the event. During the two-day exhibition, the Municipal Lawyers Association organized three law firms and 12 lawyers to be on duty.
 

On the morning of April 15, while being interviewed by reporters at the booth, Director Jiang Xilin stated that as Chinese companies continue to go global and explore overseas markets, the legal industry is also facing new development opportunities and challenges. Understanding overseas legal systems, business environments, and rules has become a basic requirement for foreign-related legal professionals. Shenzhen is building a diversified, comprehensive, and full-range legal service system that meets the needs of different levels, including community legal services for daily life and high-end legal services such as capital securitization, IPOs, intellectual property, and foreign-related business to meet the demands of rapid economic development. Although the total number of lawyers in Shenzhen has exceeded 10,000, there is still significant room for growth compared to the per capita service population in developed countries and regions. Shenzhen's legal profession must pursue specialization and pay more attention to market segmentation. He also stated that Shenzhen's rule-of-law city construction requires a large number of highly professional legal talents, hoping to promote the concept of "rule-of-law talents" through this exhibition, drive the recruitment and training of foreign-related legal talents in Shenzhen, attract the best professional legal talents from across the country and even the world to serve in Shenzhen, strengthen and expand Shenzhen's legal professional community, and boost urban innovation and entrepreneurship development.

Regarding how to develop foreign-related legal services and cultivate foreign-related legal talents, President Lin Changchi stated that the Municipal Lawyers Association will collaborate with judicial administrative departments to build a legal big data platform and establish a foreign-related legal talent training system. He also hopes to establish strategic cooperation relationships with the legal industries in Beijing, Shanghai, Guangzhou, Hong Kong, Macao, Taiwan, and even Europe and the United States, guiding Shenzhen's law firms to broaden their international perspectives and further advance the "bring in, go out" development strategy of Shenzhen's legal profession.

On the afternoon of April 15, the "Global Talent Forum Foreign-Related Legal Talent Sub-Forum" and the "29th Shenzhen Rule-of-Law Forum" invited legal scholars and experts to discuss "Cultivating International Legal Talents in the Context of Innovation." This was the first time the forum was held at the Talent Exchange Conference. Zhou Yuansheng, Director of the Lawyers and Notary Work Guidance Department of the Ministry of Justice; Wang Liming, Executive Vice President of Renmin University of China; Professor Gao Xiqing from Tsinghua University; and Philip McConnaughay, Dean of the Peking University School of Transnational Law, delivered keynote speeches titled "Cultivating Foreign-Related Lawyers," "Cultivating International Legal Talents," "Challenges of Chinese Companies' Overseas Mergers and Acquisitions," and "Cultivating Legal Talents in the Era of Globalization: Shenzhen's Experience."
 

In the forum dialogue session, moderated by international arbitration expert and senior partner of King & Wood Mallesons, Ye Lu, President Wang Liming, Professor Gao Xiqing, Dean Philip McConnaughay, Director Jiang Xilin, Vice President of the All China Lawyers Association Ou Yongliang, and Liu Fengming, Global Vice President of General Electric (GE), Vice President of Greater China and General Counsel, jointly discussed the cultivation of international legal talents in the context of innovation. Director Jiang Xilin stated that Shenzhen's high-tech industry is at a leading level nationwide and even globally. For Shenzhen's legal service industry to replicate the growth experience of its high-tech industry, the government needs to provide funding to cultivate legal talents and build platforms that match the growth of high-tech industries to attract legal talents to Shenzhen.

Over the two days, three law firms received 69 job applications, many of whom had overseas study backgrounds.

As of March 31, Shenzhen had 10,513 lawyers and 686 law firms. Among them, 411 lawyers had overseas study backgrounds, accounting for 3.91% of the total number of lawyers. Of these, 179 were aged 35 and under, 211 were aged 36-55, and 21 were aged 56 and above, with young lawyers aged 35 and under accounting for 44%. Shenzhen had 7 joint venture law firms, representing 1.17% of all law firms. Between 2014 and 2016, friendly strategic agreements were signed with bar associations or lawyer organizations from 9 countries or regions, including the Law Society of England and Wales, the Law Society of Singapore, the Tokyo Dai-ni Bar Association, the Osaka Bar Association, the Hong Kong Bar Association, and the Seoul Bar Association. During the same period, approximately 65 foreign-related seminars and exchange visits were held, with 87 overseas lawyers, experts, and scholars delivering keynote speeches at the Shenzhen Lawyers Association, and over 120 overseas lawyers, experts, and scholars visiting for exchanges. Additionally, nearly 300 overseas lawyers, experts, and scholars participated in various events organized or co-organized by the Shenzhen Lawyers Association. The fourth session of the Young Lawyers Training Program specifically offered a foreign-related legal training course, cultivating 34 foreign-related legal professionals.
