To further strengthen external exchange and cooperation and learn from the advanced experience of peer bar associations, on the afternoon of August 16, President Lin Changchi, Vice Presidents Zhang Cheng and Wang Tengfeng, and Secretary-General Wang Hong of the Shenzhen Lawyers Association visited the Beijing Lawyers Association for a discussion and exchange with President Gao Zicheng, Vice President Yin Jie, and Deputy Secretaries-General Liu Jun and Chen Qiang of the Beijing Lawyers Association.
President Lin Changzhi first introduced the basic situation of the legal profession in Shenzhen and shared the recent work measures and ideas of the Shenzhen Lawyers Association. Shenzhen currently has 10,937 lawyers and 716 law firms. The Shenzhen Lawyers Association is currently formulating the work plan for the current Council in response to the concerns of lawyers across the city. Recently, it has been concentrating efforts on implementing the preparatory establishment of the Shenzhen Lawyers College, extensively soliciting opinions from lawyers and law firms to advance the informatization of the industry, carrying out the signing of agreements with the courts at the municipal and district levels for the building of a legal professional community, striving to promote the convening of joint meetings of public security, procuratorial, judicial, and security organs, and beginning to promote the amendment of the Regulations on Lawyers of the Shenzhen Special Economic Zone. President Lin Changzhi focused on gaining a detailed understanding of the Beijing Lawyers Association's experience and practices in areas such as industry informatization, the lawyers college, professional training and talent cultivation, industry taxation, promoting government procurement of legal services, industry self-discipline management, and the association's own development.
President Gao Zicheng introduced that Beijing currently has 27,000 lawyers and over 2,300 law firms. The Beijing Lawyers Association primarily relies on three major platforms—its website, WeChat official account, and mobile app—to implement information-based applications, and has completed information integration with public security, procuratorial, and judicial authorities. Regarding the construction of the lawyers' college, the Beijing Lawyers College was established under the authorization of the Beijing Municipal Bureau of Justice, covering an area of approximately ten mu, capable of simultaneously accommodating nearly three hundred people for training, dining, and accommodation. The venue is provided free of charge by the Beijing Municipal Government, with basic operating funds allocated annually by the finance department. In terms of professional training and talent development, the Beijing Lawyers Association has each committee conduct training based on their respective business contents, and implements “three-tier training” management according to the scale of participants. President Gao Zicheng also introduced the membership fee collection standards of the Beijing Lawyers Association, among which the individual membership fee standard is the same as that of Shenzhen, while the group membership fee is collected on an incremental basis according to the size of the law firm.
President Lin Changchi expressed sincere gratitude for the warm sharing from the Beijing Lawyers Association and stated that this exchange has brought beneficial insights for the future work of the Shenzhen legal profession. He hopes both sides will further strengthen exchanges and cooperation, share information and experiences in the legal profession, and promote better development of the legal industries in Beijing and Shenzhen. The meeting also reached a consensus on establishing a cooperation mechanism for lawyer rights protection between the two regions and agreed to sign a memorandum of cooperation at an appropriate time.
Representatives from the Shenzhen Lawyers Association also visited the exhibition hall of the Beijing Lawyers Association, the Beijing Lawyers Association's Center for Protecting Lawyers' Practice Rights, and the Beijing Lawyers Association's Complaint Reception and Investigation Center.
