[2] On the afternoon of September 11, 2017, Yang Xiao and Wang Tengfeng, Vice Presidents of the Shenzhen Bar Association, along with Council Member He Zhijun and Deputy Secretary-General Liu Feng, visited the Chongqing Bar Association. They were received by He Hongtao, Vice President of the Chongqing Bar Association, Supervisor Zhu Honggang, and Council Member Chen Yu, among others, for a discussion.

[3] Vice President He Hongtao briefly introduced the current state of the legal profession in Chongqing. As of now, Chongqing has 824 law firms, including 465 partnerships, 357 sole proprietorships, and 2 state-owned firms, with 9,247 practicing lawyers. The Chongqing Bar Association has adopted five major measures to further promote the development of the legal profession: First, implementing the "525" plan, which focuses on cultivating about 5 comprehensive brand-name large firms, 20 specialized strong firms, and 500 livelihood-oriented excellent firms, establishing a tiered development model for law firms. Second, establishing a set of systems, including daily work procedures, revised internship assessment methods, and lawyer fee guidelines, to ensure all association work is rule-based. Third, focusing on professional rights protection, addressing the "three old difficulties" in lawyer practice to safeguard basic practice rights. Fourth, actively seeking supportive policies, collaborating with the Municipal Party Committee Organization Department to launch the Bayu Talent Lawyer Elite Training program, with government funding to support young lawyers studying in countries like the United States and the United Kingdom, helping Chongqing lawyers go global. Fifth, recognizing industry excellence, cooperating with media to commend outstanding law firms and lawyers annually, guiding standardized industry development and showcasing the positive overall image of Chongqing's legal profession.

[4] Vice President Yang Xiao, on behalf of the delegation, thanked the Chongqing Bar Association for their warm reception and briefly introduced the development of the legal profession in Shenzhen. He noted that Shenzhen now has 725 law firms and 11,021 practicing lawyers, with rapid industry growth posing higher challenges for management and services. Vice Presidents Yang Xiao and Wang Tengfeng explained that the Shenzhen Bar Association drives industry development through four key initiatives: First, building an information platform, led by the Shenzhen Municipal Bureau of Justice with active participation from the Shenzhen Bar Association, to connect public security, procuratorate, court, and justice information channels, leveraging informatization to provide legal services to society. Second, focusing on the development of small and medium-sized law firms, striving to create a joint office platform for small firms, addressing the challenges faced by small firms, especially sole proprietorships. Third, actively implementing Shenzhen's "Ten-Year Thousand-Person" talent training plan, continuously running young lawyer training programs to cultivate industry leaders. Fourth, pioneering a touring lecture training model, upgrading the Lawyer Cloud Academy, and building a diversified vocational training system.

[5] Participants also engaged in thorough discussions on topics such as young lawyer training, law school construction, the impact of big data on the legal profession, and legal industry promotion and taxation. They unanimously agreed that the legal professions in both cities should fully seize the opportunities of judicial system reform and the establishment of circuit courts by the Supreme People's Court, strengthen industry exchanges, enhance lawyer professional skills, further promote the construction of a legal professional community, and jointly contribute to industry development and the rule of law.
