[Shenzhen Lawyers Association] Nanjing Qinhuai District Government and City Lawyers Association Delegation Visits Our Association
On the morning of August 15, a delegation of eight, including Sun Li, Deputy District Mayor of Nanjing Qinhuai District; Liu Xide, Director of the Legal Affairs Office; Dai Qiaomu, Secretary of the Party Leadership Group and Director of the Justice Bureau; and Zhang Lijun, President of the Nanjing Lawyers Association, visited our association. Our association's President Lin Changchi, Vice Presidents Yin Chenggang and Wang Tengfeng, Secretary-General Li Tongbao, Director of the Strategic Committee Chen Xufei, Director of the Rights Protection Committee Fang Zhuangyi, Deputy Director of the Disciplinary Committee Zheng Ma, and Deputy Director of the Investigation Committee Chen Wuhai received and accompanied the guests in a discussion.
President Lin Changchi, on behalf of the Shenzhen Lawyers Association, warmly welcomed the delegation from Nanjing Qinhuai District Government and the Nanjing Lawyers Association. He first introduced the development of the legal profession in Shenzhen, analyzed the industry development in Guangzhou and Hong Kong, and highlighted key future priorities of the association, including amending the charter, advancing secretariat reforms, achieving new breakthroughs in protecting lawyers' rights, deepening informatization, promoting the construction of the Shenzhen Lawyers College and the Shenzhen Lawyers Party School, organizing activities for the association's 30th anniversary, securing supportive policies from the municipal party committee and government, building a platform for joint development of small and medium-sized firms, and strengthening the training of foreign-related talent.
At the symposium, participants engaged in in-depth discussions and exchanged experiences on industry development and self-discipline management, as well as lawyers' participation in building a law-based government. Regarding industry development and self-discipline management, the association prioritizes business development and innovation, establishing professional committees that consistently align with the city's economic development priorities, developing legal products, and exploring new pathways for legal services. It strengthens the construction of the lawyer talent team by organizing various activities such as specialized training, "Craftsmanship Transfer" lectures, and business innovation competitions to effectively enhance lawyers' professional skills. It also compiled the "Shenzhen Lawyer Industry Social Responsibility Report," summarizing the industry's development history and advancing social rule of law construction. Additionally, it established a center for safeguarding lawyers' practice rights and a center for receiving and handling complaints, protecting lawyers' rights, regulating their professional conduct, and achieving "strict management with care." In terms of lawyers' participation in building a law-based government, a platform for lawyers to engage in legislative work was established—the Municipal People's Congress set up a legislative research base at the Lawyers Association. Since its establishment in 2015, the base has proposed 736 amendments and suggestions for 39 laws, regulations, and opinions. Meanwhile, Shenzhen lawyers have been appointed as legal advisors to the municipal party committee and district government, participating in drafting government normative documents, reviewing major government decisions and contracts, and handling major emergencies and group incidents. They also implement initiatives such as one legal advisor per village (community), full coverage of criminal case defense, diversified dispute mediation, and legal aid, actively leveraging lawyers' roles in social governance innovation, accelerating the construction of a rule-of-law civilization, and maintaining social harmony and stability.
Deputy District Chief Sun Li expressed appreciation and affirmation for our work and thanked us for our warm reception. She stated that Shenzhen's advanced experiences and practices are at the forefront of the nation, providing new ideas for Nanjing's municipal and district levels in leveraging lawyers' roles to promote law-based government construction and regional economic development, offering reference value. She hoped that the two lawyers associations could maintain close exchanges to promote the sustained and healthy development of the legal profession and provide strong legal guarantees for the overall urban economic development.
Participants also exchanged views on policy support for the legal profession, lawyer fee standards, and foreign-related legal services.
