[Shenzhen Lawyers Association] Nanjing Qinhuai District Government and City Lawyers Association Delegation Visits Our Association
On the morning of August 15, a delegation of eight led by Sun Li, Deputy District Mayor of the Qinhuai District Government of Nanjing; Liu Xide, Director of the Legislative Affairs Office; Dai Qiaomu, Party Secretary and Director of the Justice Bureau; and Zhang Lijun, President of the Nanjing Lawyers Association, visited our association. They were received by our association’s President Lin Changchi; Vice Presidents Yin Chenggang and Wang Tengfeng; Secretary-General Li Tongbao; Chen Xufei, Director of the Strategic Committee; Fang Zhuangyi, Director of the Rights Protection Committee; Zheng Ma, Deputy Director of the Disciplinary Committee; and Chen Wuhai, Deputy Director of the Investigation Committee, who accompanied them during the discussion.
President Lin Changchi, on behalf of the Shenzhen Lawyers Association, warmly welcomed the delegation from Nanjing Qinhuai District Government and the Nanjing Lawyers Association. He first introduced the development of the legal profession in Shenzhen, analyzed the industry development in Guangzhou and Hong Kong, and highlighted key future priorities of the association, including amending the charter, advancing secretariat reforms, achieving new breakthroughs in protecting lawyers' rights, deepening informatization, promoting the construction of the Shenzhen Lawyers College and the Shenzhen Lawyers Party School, organizing activities for the association's 30th anniversary, securing supportive policies from the municipal party committee and government, building a platform for joint development of small and medium-sized firms, and strengthening the training of foreign-related talent.
At the symposium, participants engaged in in-depth discussions and exchanged experience on topics including industry development and self-regulatory management, as well as lawyers’ participation in the building of a law-based government. Regarding industry development and self-regulatory management, the Association prioritizes business development and innovation, establishing professional committees that are always highly aligned with the focus of urban economic development, developing legal products, and exploring new pathways for legal services; strengthening the construction of the lawyer talent pool by organizing specialized training, “craftsmanship transmission” lectures, business innovation competitions, and various other activities to effectively enhance lawyers’ professional competence; drafting the “Social Responsibility Report of the Shenzhen Lawyer Industry” to summarize the development history of the lawyer industry and advance the building of a law-based society; and establishing the Center for Safeguarding Lawyers’ Practice Rights and the Center for Complaint Acceptance and Investigation to protect lawyers’ rights and regulate their practice conduct, achieving “strict management with genuine care.” Regarding lawyers’ participation in the building of a law-based government, a platform for lawyers to participate in legislative work has been established——the Municipal People’s Congress has set up a legislative research base at the Lawyers Association. Since its establishment in 2015, the base has proposed amendments and suggestions totaling 736 items on 39 laws, regulations, and opinions; meanwhile, Shenzhen lawyers have been appointed as legal advisors to the Municipal Party Committee and District Government, participating in the drafting of government normative documents, the review and gatekeeping of major government decisions and contracts, and the handling of major sudden mass incidents; and implementing the one-village (community) one-legal-advisor program, full coverage of lawyer defense in criminal cases, diversified dispute mediation, legal aid, and other initiatives, actively leveraging the role of lawyers in participating in social governance innovation, accelerating the building of the rule of law and civilization, and maintaining social harmony and stability.
Deputy District Chief Sun Li expressed appreciation and affirmation for our work and thanked us for our warm reception. She stated that Shenzhen's advanced experiences and practices are at the forefront of the nation, providing new ideas for Nanjing's municipal and district levels in leveraging lawyers' roles to promote law-based government construction and regional economic development, offering reference value. She hoped that the two lawyers associations could maintain close exchanges to promote the sustained and healthy development of the legal profession and provide strong legal guarantees for the overall urban economic development.
Participants also exchanged views on policy support for the legal profession, lawyer fee standards, and foreign-related legal services.
