At midnight on May 12, the Dongxinyuan residential community's owners' committee sent an email to Zhejiang Hive Box Technology Co., Ltd. (hereinafter referred to as Hive Box) titled "Request for Hive Box Technology to Resolve Illegal Charging Issues within Three Days of Receipt."
 

 
The Dongxinyuan owners' committee stated: "We sent an email to Zhejiang Hive Box Technology's public mailbox, but the system showed it was 'returned by the recipient's server'—not only did we not get a negotiation, but even our email was rejected. We want to ask, what channel can we use to communicate with Hive Box?"

Dongxinyuan community claims its letter to Hive Box was returned.
 
In the open letter, the owners' committee argued that Hive Box unilaterally charged so-called overtime "storage fees" without the owners' consent, causing the community's residents to actually pay related costs, which is suspected of being illegal.
 
"First, without the owners' consent, it illegally sealed the packages, lacking a contractual basis; second, it failed to inform and obtain consent from the relevant owners in advance, so the charge also lacks a contractual basis."
 
The letter stated that regarding Fengchao's illegal charging practices, the homeowners' committee has communicated multiple times with Zhejiang Fengchao Technology Company, hoping to effectively resolve the issue to maintain future cooperation, "Unfortunately, although your staff clearly indicated that feedback would be provided before May 11, to this day, we have not seen any sincerity from your company in solving the problem."
 
Over 70 residential communities boycott Fengchao parcel lockers, denying "loss-making operations."
 
This stems from early May, when Fengchao parcel lockers introduced a charging policy. According to its fee standard, Fengchao will store packages for users free of charge for 12 hours, after which a fee of 0.5 yuan per 12 hours will be charged. Users can also join Fengchao's "5-yuan monthly membership" plan to enjoy unlimited storage times within the validity period.
 

 
As soon as the charging plan was announced, it sparked consumer dissatisfaction, with communities across the country beginning to boycott Fengchao parcel lockers.
 
On May 7, the homeowners' committee and property management company of Hangzhou Dongxinyuan Community took the lead in suspending the use of 17 parcel lockers in the community, making it the first community nationwide to boycott Fengchao parcel lockers. The homeowners' committee stated, "99% of homeowners support the suspension of the parcel lockers."
 
Public data shows that as of May 9, the number of communities in Shanghai boycotting Fengchao parcel lockers' overtime charges had reached 78.

What should I do if a courier puts my package in a smart locker without my consent?
 
As early as April 25 this year, the Joint Prevention and Control Mechanism of the State Council held a press conference. In response to netizens' reports about some couriers delivering parcels to smart lockers without user consent, Bian Zuodong, Deputy Director of the Market Supervision Department of the State Post Bureau, stated that the "Measures for the Administration of Smart Locker Delivery Services," implemented last year, clearly stipulate that for irregular behaviors such as delivering parcels to smart lockers without user consent, users can file complaints or reports, and the postal管理部门 will investigate and handle the matter.

Article 22 of the "Measures for the Administration of Smart Locker Delivery Services," effective from October 1, 2019, stipulates: "Enterprises using smart lockers to deliver parcels must obtain the recipient's consent; if the recipient does not agree to the use of smart lockers for delivery, the enterprise shall provide delivery services according to the address specified in the express service contract, except when the sender designates a smart locker as the delivery address when sending items."
