After the notification was issued, electric bike helmets, which were rarely paid attention to before, became a hot-selling item following the "mask".
On the morning of May 18, helmet concept stocks strengthened. By midday closing, Guoli Technology and Nanjing Julong hit the daily limit, while Yizumi, Topstar, Sanfu Outdoor, and Ji Hua Group all surged significantly.
According to media reports, after consulting multiple stores on 'Taobao' and 'JD.com', on the afternoon of May 16, the A store's hot-selling helmet was priced starting at about 86.4 yuan. By the morning of May 17, this hot-selling helmet had been taken off the shelves, and the top-selling helmet was priced starting at 188 yuan, an increase of about 120 yuan overnight. At the same time, each person was limited to buying 5 helmets; exceeding 5 would prevent them from placing an order.
The new helmet demand gap will exceed 200 million units
According to a research report by Guojin Securities, the new "One Helmet, One Belt" policy is about to be implemented, and helmet demand is expected to surge in the short term, with a gap that may exceed 200 million units. On April 21, the Traffic Management Bureau of the Ministry of Public Security issued a notice to deploy the "One Helmet, One Belt" campaign nationwide. On May 14, it was incorporated into the traffic management monitoring system, and from June 1, authorities will, according to the law, investigate and rectify behaviors of motorbike and electric bike riders not wearing safety helmets and riders and passengers not using seat belts. For helmet manufacturers, a daily production of 2,000 units already counts as a large factory, and they usually do not have significant equipment investment or production capacity redundancy. Based on the requirements of the new "One Helmet, One Belt" policy, the estimated additional helmet demand gap will exceed 200 million units.
Electric bike helmet legislation is really here!
On May 15, local regulations for electric bicycles were introduced in Jiangsu and Zhejiang. Relevant provisions were formulated regarding wearing helmets while riding and carrying minors on electric bicycles.
Jiangsu Province, through the "Jiangsu Province Electric Bicycle Management Regulations," will officially implement it on July 1 this year. The regulations clarify that electric bicycle riders and passengers must wear safety helmets, otherwise they will be warned or fined up to 50 yuan.
On the same day, Zhejiang Province passed the "Regulations on the Administration of Electric Bicycles in Zhejiang Province," which stipulate that if electric bicycle riders or passengers do not wear safety helmets, the traffic management department will issue a warning or a fine of more than 20 yuan but less than 50 yuan.
Traffic police provide tips for choosing helmets
Traffic police remind all citizens that safety helmets are certified under the national mandatory certification, which is commonly referred to as 3C certification.
When purchasing a helmet, be sure to check the helmet's certificate of conformity and confirm whether it has passed the mandatory national standard 'Motorcycle Rider Helmets' (GB 811-2010) certification test, and see if it has passed CCC certification. Each 3C mark has a random code, and each random code corresponds to a manufacturer and product.
A lawyer from Guangdong Zhiming Law Firm stated,The purpose of introducing this policy is good, but in the upcoming implementation process, it may face many problems. How can the supply of helmets be guaranteed? How can merchants who hoard goods and charge exorbitant prices be cracked down on? And how can illegal and criminal behavior aimed at seeking profit be prevented? If these issues cannot be effectively resolved, it will inevitably make the enforcement of this regulation difficult and undermine the credibility of laws and regulations.
