At 10:29 and 10:46 on February 19, 2021, suspect Qiu Mouming used his personal registered account "Labi Xiaoqiu" on Sina Weibo to post two messages, belittling and mocking the heroic martyrs who defended the border. The information quickly spread on platforms such as Weibo, causing a severe negative social impact. On February 20, suspect Qiu Mouming was criminally detained by the public security authorities, and the Nanjing Jianye District People's Court intervened in the investigation according to law. On February 25, the public security authorities requested the procuratorate to approve an arrest on suspicion of the crime of picking quarrels and provoking trouble.
The procuratorial authorities reviewed and determined that suspect Qiu Mouming used information networks to belittle and mock heroic martyrs, infringing on their reputation and honor, with severe social impact and serious circumstances. According to Article 299-1 of the Criminal Law of the People's Republic of China, the Nanjing Jianye District People's Court approved the arrest of suspect Qiu Mouming on suspicion of the crime of infringing on the reputation and honor of heroic martyrs.
Relevant legal provisions
"Criminal Law of the People's Republic of China" Article 299-1
Whoever insults, slanders, or otherwise infringes on the reputation or honor of heroic martyrs, harming public interests, if the circumstances are serious, shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance, or deprivation of political rights.
Civil Code of the People's Republic of China Article 185
Whoever infringes on the names, portraits, reputations, or honors of heroic martyrs, harming public interests, shall bear civil liability.
Article 26 of the Law of the People's Republic of China on the Protection of Heroes and Martyrs
Anyone who insults, defames, or otherwise infringes upon the name, likeness, reputation, or honor of heroes and martyrs, thereby harming the public interest, shall bear civil liability in accordance with the law; if the act constitutes a violation of public security administration, the public security authorities shall impose public security penalties in accordance with the law; if the act constitutes a crime, criminal liability shall be pursued in accordance with the law.

The reason we can sit safely in bright rooms today, calmly using computers and scrolling through phones, is that in remote border areas with harsh conditions, countless heroic soldiers are fearlessly defending the country and protecting our homeland. This time, four heroic martyrs shed their blood on the battlefield, using their own lives to hold the national territory without yielding an inch. They sacrificed themselves to preserve our peaceful and prosperous era. As the saying goes, there has never been a time of peace and ease; it is just that someone is carrying the burden for you.
Heroic martyrs represent the Chinese nation, their heroic deeds form the history of the Chinese nation, and their heroic spirit serves as a model for the Chinese nation. These are all important manifestations of our country's core socialist values. The biting icy river beats against the loyal courage of the heroes, the piercing cold wind howls through their unyielding resolve, and the towering snow-capped mountains reflect their preference for death over surrender.
The patriotic heart must never be extinguished, and heroes and martyrs must not be desecrated. Any words or actions that shake the patriotic heart, damage the image of heroes, or hurt national sentiments are unacceptable to reason, intolerable by law, and unforgivable by the people.
