According to the official website of Huangping County Government in Guizhou Province, on August 26, the Office of the Leading Group for Talent Introduction and Public Recruitment of Public Institutions in Huangping County, Qiandongnan Miao and Dong Autonomous Prefecture, Guizhou Province, issued a notice stating that the verification of written exam scores and the investigation of questionable written exam results for the 2022 public recruitment of staff in Huangping County's public institutions have been completed. After investigation and evidence collection by the public security authorities, it was determined that 11 candidates engaged in cheating during the exam. The scores of the cheating candidates have now been invalidated, and disciplinary actions have been taken against the candidates who violated regulations in accordance with the relevant procedures.
At the same time, the announcement reiterates that qualification review runs throughout the entire recruitment process. If during the recruitment process it is found that a candidate has violated rules or regulations, has incomplete materials, provides false information, or does not meet the application requirements, their candidacy will be disqualified at any stage, regardless of when the issue is discovered.
According to People's Daily Online, previously, it was reported online that the written exam scores for the 2022 public institution recruitment in Huangping County showed a cliff-like gap. The score sheet shows that for multiple positions, the first-place candidates scored over 90 points, approximately 30 points higher than the second-place candidates.

Regulations on Handling Disciplinary and Illegal Acts in the Public Recruitment of Public Institutions
Article 8
If an applicant has any of the following particularly serious disciplinary or violation behaviors, all their test scores for that instance will be invalidated, and their disciplinary or violation behavior will be recorded in the public recruitment integrity archive of public institution applicants for a long-term record:
(1) Colluding to cheat or participating in organized cheating;
(ii) taking an exam on behalf of someone else or allowing someone else to take an exam on one's behalf;
(3) Other particularly serious violations of discipline and rules that should result in the invalidation of all exam results for the current session and be recorded in the integrity file database of candidates for public recruitment in public institutions.

The recruitment announcement shows that this year Huangping County's public institutions released 60 job positions, with each position recruiting 1 person. Now, it has been found that as many as 11 candidates engaged in cheating, and it is not an exaggeration to describe it as "brazen." The causes and consequences of this large-scale cheating incident should also be investigated thoroughly, not only to ensure fairness for the candidates but also to provide an explanation to the public.
Many people believe that the Criminal Law only stipulates the crime of organizing cheating and does not specify the legal consequences of cheating, so cheating is not a big deal. The author reminds that this is absolutely a mistaken notion. Not violating the Criminal Law does not mean everything is fine, as there are still other laws and regulations that punish cheating. In this case, according to the rules, the cheating behavior of these 11 candidates not only invalidates their exam results but will also be entered into the integrity record database for applicants in public recruitment for government institutions, with long-term records, and this undoubtedly ruins their promising future.
