Case review
Recently, a Yoshinoya restaurant was fined 65,000 yuan for having a cockroach mixed into its food. According to the Beijing Municipal Market Supervision Administration website, Beijing Yoshinoya Fast Food Co., Ltd.'s Changping Outlet Restaurant was warned and fined 65,000 yuan by the Beijing Changping District Market Supervision Administration for violating food safety laws, with the penalty decision dated March 14, 2023.
According to the administrative penalty decision, the facts of the violation show that the party had no objection to the fact that a cockroach was mixed into the spicy cabbage and pork double-rice hot pot set meal sold at 14:42 on January 13, 2023. Upon reviewing the party's pest control records, the party had monthly pest control records, with the pest control companies being Shanghai Jiade'an Environmental Technology Development Co., Ltd. and Beijing Zhengkang Hengxin Pest Control Technology Co., Ltd.
During an on-site inspection by law enforcement on January 16, 2023, only five days after the most recent pest control treatment (January 11, 2023) prior to the report, 43 cockroaches were found on site. This determined that although the party conducted monthly pest control, the environmental pest control was not thorough or clean, which was the main reason for foreign matter being mixed into the food. The party sold the spicy cabbage and pork double-rice hot pot set meal with foreign matter, with a value of 32.9 yuan and zero illegal income (a settlement agreement had been reached with the consumer), and no other specialized tools or equipment were involved.

As a well-known chain catering brand, Yoshinoya should pay more attention to food safety supervision. This is not only responsible to the vast number of consumers but also a key factor for the long-term development of its brand. In this case, although Yoshinoya carried out pest control work every month, the results were unsatisfactory. However, some things cannot be excused just because they have been done or efforts have been made. Food safety has always been one of the key concerns in recent years.
