Since it had not yet been regulated, it was often added to cigarette tobacco or mixed into e-cigarette oil by criminals for illegal sale (hence also called "tobacco powder" or "e-liquid").
After regulation, inhaling substances like "head-rush e-cigarettes" is equivalent to drug use. Illegal inhalation, smuggling, sale, transportation, or manufacture of etomidate will be dealt with as drug-related crimes!

Article 72
Whoever commits any of the following acts shall be detained for not less than 10 days but not more than 15 days and may also be fined not more than 2,000 yuan; if the circumstances are relatively minor, they shall be detained for not more than 5 days or fined not more than 500 yuan:
(1) Illegally possessing less than 200 grams of opium, less than 10 grams of heroin or methamphetamine, or other small amounts of drugs;
(2) Providing drugs to others;
(3) Ingesting or injecting drugs;
(4) Coercing or deceiving medical personnel into prescribing narcotic or psychotropic drugs.

In recent years, e-cigarettes have gradually become widespread. To meet market demand, many different fruit flavors have been introduced. However, the legal regulations for e-cigarettes are not as strict as those for traditional tobacco, so many unscrupulous merchants exploit loopholes in the gray area. Fortunately, our country enacted legislation in time, and the production and sale of e-cigarettes have been correspondingly regulated. But even with airtight laws and regulations, there will still be those who slip through the cracks.
Therefore, the best way to avoid encountering these e-cigarettes is to curb your curiosity, not try them out of novelty, and always keep in mind that touching drugs will haunt you for life.
